I think you will find that Boris Johnson, who you have now just mentioned for the sixth time in fact, said that he did not support your scheme, but he was prepared to discuss what might be done to tackle congestion in other ways. The point I am getting at is that the Congestion Charge is not delivering what it says on the tin any longer. It is unfortunate that it is taking the EU to enforce rules; they have not yet issued an edict for London. It is in the Eastern Region that this enforcement notice has been issued. In London, as you know, we are breaching the EU limits now on a regular basis. Your principal policy tool is the Low Emission Zone, which is very welcome, but my reading of that is it is unlikely to have much of an impact because this is such a deep-seated problem. Earlier this year, in February, when there was a proposal for two Safer Parks Teams in Sutton you actually condemned it in the public press. I'm just wondering at what stage between that proposal and the reality now you changed your mind?

You've given a commitment then, I think, that every SNT team in every ward in London will have a minimum of 6 members during the time that you are Mayor. Let's make an assumption [that you are re-elected], and it is just an assumption; over the next 5 years do you envisage that these teams will be enlarged or are we going to stay for the next 5 years with a `one-size-fits-all' approach throughout London.

We currently have, as you know, a minimum Safer Neighbourhood Team (SNT) composition of six in every ward in London, although not all posts are filled. Is that similarly a commitment for you that that will remain as the minimum in each and every ward in London?

I think in practice you will find, Mr Mayor, as I do, that there is a considerable mismatch between what you actually hear on the ground and what is recorded centrally by the Metropolitan Police Service, but I don't want to distract from the discussion.
