Motion detail
Krupesh Hirani AM moved and Marina Ahmad AM seconded the following budget related motion:
“This Assembly notes the provisional local government finance settlement 2026-
2027 that was published by the Government on 17 December 2025. In 2026/27
London will receive an Integrated Settlement for the first time. London will receive
£51.4m more through the Integrated Settlement than was assumed in the
Consultation Budget.
While we understand there is still a degree of uncertainty around the final budget
that will be available to the Mayor, given the unknown impact of the business rates
review, we note that:
- As a result of the Fair Funding Allocation, and including the increased Integrated Settlement, the GLA will receive up to £138.8 million more fundingthan assumed in the 2026-27 GLA Consultation Budget.
- The maximum police council tax precept increase is £15 for Band D rather than £9.57 assumed in the 2026-27 GLA Consultation Budget.
This Assembly welcomes the Government’s decision to increase the funding available to the GLA.
The Assembly also welcomes the Mayor’s continuing funding for universal free
school meals, funding for the Superloop expansion, and his ongoing commitment to
provide the 60+ Oyster card.
Should the Mayor’s final budget position have greater funding levels than assumed
in the Draft Budget, this Assembly calls on the Mayor to consider using additional
funding for the following projects in his final budget for 2026/27:
- Provide further funding to the Metropolitan Police Service to allow it tocontinue to bear down on crime and ensure the capital remains a safe place.
- Provide TfL with the resources it needs to properly maintain the transport network, including funding to continue to rollout of the step-free London Underground programme to ensure he meets his target of 50% of stations being step-free by 2030.”
Following debate, and upon being put to a vote, the motion was agreed with 13 votes being cast in favour and 9 votes being cast against.
