Floating Bus Stops

Key information

Date: Thursday 05 November 2026

Time: 10:00am

Motion detail

Keith Prince AM moved, and Alex Wilson AM seconded the following motion:

“This Assembly notes that floating bus stops, where a cycle lane runs between the pavement and the bus stop, have spread across London in recent years.

This Assembly further notes multiple examples of real-world harm and near misses:

  • In August 2025, a Disabled man was knocked down by an e-bike rider at one of Camden’s new floating bus stops as he got off the No 1 bus on Haverstock Hill. He was hit in the ribs and ankle, said the bus driver told him this had happened many times, and said he had nearly been knocked over at the same stop before;
  • Footage released by the National Federation of the Blind of the UK (NFBUK) showing an e-bike rider crashing into a child who was crossing a cycle lane to reach a floating bus stop in South London, along with several near misses and cyclists riding too fast;
  • Footage of a pedestrian being knocked to the ground by a cyclist in the cycle lane between the bus and the pavement at the floating stop outside St Thomas’ Hospital near Waterloo;
  • Footage from Lea Bridge, Waltham Forest, of two cyclists weaving past a wheelchair user and a blind man with a white cane, and a cargo bike going down the bike lane at speed while a wheelchair user tried to board the bus; and
  • Deputy Mayor for Transport, Seb Dance, has said he was punched in the face by a cyclist he challenged for failing to wait for a pedestrian at a floating bus stop.

Finally, this Assembly notes a Telegraph investigation that found, out of 397 cyclists observed at three floating bus stop crossings in central London, only 33 gave way to pedestrians.

This Assembly believes that every Londoner has the right to get on and off a bus safely. The Blind, partially sighted, older and disabled Londoners should not have to choose between their safety and their ability to travel across the capital.

This Assembly therefore calls on the Mayor to:

  • Instruct Transport for London (TfL) to pause the installation of new floating bus stops of any design on the TfL Road Network, and to pause funding for new floating bus stops through borough programmes until a safe design has been established.”

Following debate and upon being put to a vote, the motion was agreed with 17 votes being cast in favour, and 3 votes cast against.
