Heat Ready London

Hotter temperatures are becoming a growing reality in London. In May 2026, the temperature in London broke records for two consecutive days and England experienced its warmest spring on record. This was not an isolated incident. The warning signs are mounting.

That's why the Greater London Authority has developed Heat Ready London. It sets out a shared vision across six key sectors. It is a call to action from the Mayor to partners across London, to drive collective delivery, to protect lives, strengthen the resilience of our city, and ensure London remains a place where everyone can thrive.

In recognition that London's exposure to heat risk is more pronounced than elsewhere in the UK, this is the first call to action of its kind in our country. It sets a new benchmark for how cities across the UK can respond to heat risk and adapt to a warming climate.

Evidence and research

Alongside Heat Ready London sits a comprehensive technical report that brings together the baseline assessment, a detailed breakdown of proposed priority areas of focus by sector, and a funding and financing assessment. This assessment recognises the gap in financing flowing to heat resilience and explores potential routes that could play a role in scaling action in response to rising temperatures.

This is supported by the Economic Costs of the 2022 Heatwaves report, which examines the economic and societal costs of the 2022 heatwaves and further strengthens the case for urgent action on heat resilience by showing that extreme heat is already creating significant costs for London’s economy, public services and residents.

The Cooling Roadmap for London (CRL) sets out a strategic 25-year framework for keeping the city cool, healthy and resilient for all Londoners. Focusing on social housing, healthcare and social care sector, the report identifies practical actions that London can adopt to ensure that increasing energy demand, driven by rising temperatures, is planned for and coordinated, ensuring that no one is left behind, creating a greener and more climate resilient London.
