In estimating the proportion of non-compliant vehicles in outer London, Transport for London (TfL) uses data from its existing network of Automatic Number Plate Recognition (ANPR) cameras, DVLA records, travel survey data and TfL transport modelling for future forecasting. The compliance rate is based on circulating traffic, not where the vehicle is registered and therefore includes vehicles that drive into outer London from outside of London.
TfL is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the day-to-day operational running of transport services, including road user charging schemes such as the ULEZ. You may wish to send a further request to TfL at [email protected].
