To collate an evidence base on sports facilities to support revised London Plan policies. The work will consider the following facilities types: swimming pools, artificial grass pitches and sports halls. For these three facilities types, an assessment will be made of the baseline position and the impact of predicted population growth in London will be tested. Analysis will be split out by Borough and explained in three detailed reports. The work will be prepared by Sport England. The total cost of the proposed work is up to £13,000.
The objective of the project is to provide evidence base on sports facilities to support revisions to the London Plan policy approach to sports facilities. This is required so that, when tested at an Examination in Public, the policies can be shown to be supported by evidence of future need. The expected outcome is a set of three reports that show the current and future demands for sports facilities across London and by individual London Borough.
The work is to support policies in the London Plan, which will be assessed for equalities impact via an Integrated Impact Assessment. There are no specific equalities impacts related to the work.
The work is required to support policies on sports facilities within the London Plan and to give evidence for the need for these over the duration of the plan period. The risk of not doing this work is that the sports facilities policy in the London Plan will not be sufficiently supported by evidence and may be questioned for this at the Examination in Public.
5.1 Approval is being sought for expenditure of up to £13,000 for the preparation of three reports to provide an evidence base on sports facilities to support the London Plan by Sport England.
The cost will be funded from the London Plan Programme 2016/17 and 2017/18 Budgets.
