Executive summary
The London Development Agency (LDA) constructed Millfields Waste Transfer Depot (Millfields) for LB Hackney (LBH) in 2009-10, to replace an existing facility which was relocated as part of the Olympic Games construction activity.
Any liabilities, in respect of Millfields, were inherited from the LDA in 2012.
This paper proposes a partial settlement in respect of issues which have been identified at Millfields.
Decision
The Executive Director approves expenditure of the sum set out in Part 2 of this paper.
Part 1: Non-confidential facts and advice
1.1 As part of the Olympic Games project, the LDA had an obligation to relocate an existing waste transfer depot owned by LB Hackney.
1.2 The LDA constructed a new facility at Millfields, located on the site of the old Power Station in Millfields Road and investing of £3.7 million. This was handed over to LBH and officially opened in September 2009. It has been operated by LBH since.
1.3 Shortly after the handover took place, LBH identified a number of issues with the property and commenced discussions with the LDA regarding bringing the property up to an acceptable standard.
1.4 LBH undertook some remedial work and have been looking to recover the costs incurred, as well as seeking resolution of the outstanding matters.
1.5 Agreement in principle has been reached between the GLA and LBH to settle those issues in part.
The proposed settlement will resolve a number of long standing issues at Millfields.
