Climate change could cost London up to £36 billion a year by the 2050s, new report reveals

A major new report published today by the Mayor of London and London Councils reveals extreme heat and the continued impacts of climate change could cost the capital up to £36 billion a year by the 2050s unless further action is taken.

The Heat Ready London Technical Report, commissioned by the Mayor, provides the detailed evidence behind Heat Ready London—the capital’s first city-wide vision for adapting to rising temperatures, unveiled by the Mayor in June.

The report examines the growing impact of heat on Londoners’ health, homes, public services, infrastructure and economy. It warns that, without further adaptation, climate change could cause annual damage equivalent to as much as three per cent of London’s economy by the 2050s. Depending on future economic growth, this could amount to annual damage of between £16 billion and £36 billion a year.

The £36 billion figure is not a single bill, but an estimate of the potential annual damage climate change could cause across London’s economy. This includes lost working hours and reduced productivity, greater pressure on health and emergency services, disruption to businesses, and damage to essential infrastructure. The consequences were seen during the 2022 heatwave, when buckled rails caused cancellations and speed restrictions, the failure of two data centres at Guy’s and St Thomas’ hospitals disrupted patient care and required £1.4 million of unplanned spending, and London’s water consumption rose by 50 per cent.

The economic impact is already being felt. Lost productivity linked to high temperatures is estimated to cost London £577 million annually and accounted for almost 90 per cent of the estimated £1.5 billion cost of London’s three heatwaves in 2022.

The warning follows another summer of record-breaking heat. London broke temperature records in May, June and August and had entered its fifth official heatwave of the year by mid-August. Preliminary UK Health Security Agency analysis estimates that 2,877 heat-associated deaths occurred across England during May and June 2026 alone.

The danger is not limited to days of extreme heat. The Mayor’s report highlights that approximately 90 per cent of heat-related deaths in London occur when temperatures are between 24°C and 32°C. Evidence also suggests that Londoners aged between 45 and 65 face a greater risk of dying during hot weather than people of the same age nationally.

Heat Ready London identifies 37 priorities across buildings, business, emergency preparedness, green space, health and care, and infrastructure. These include adapting homes and public buildings, expanding access to shade, cool spaces and drinking water, and protecting essential transport, water, energy and communications networks.

The technical report shows that acting now could save lives and avoid far greater costs in future. London’s parks and green spaces are estimated to provide more than £90 billion in benefits over 30 years—approximately £27 for every £1 spent.

The Mayor and London Councils are bringing together boroughs, health and care partners, emergency responders, infrastructure providers, businesses, financial institutions and community groups to support the delivery of Heat Ready London.

The Mayor of London, Sadiq Khan, said: “The climate crisis is on our doorstep. It is already threatening Londoners’ lives, disrupting vital services and costing our economy hundreds of millions of pounds.

“When I unveiled Heat Ready London in June, we set out a city-wide vision for protecting Londoners and preparing the capital for a hotter future. This detailed evidence shows why that work is so urgent—and the enormous human and economic cost of failing to act.

“Without further action, climate change could cost London as much as £36 billion a year by the 2050s. We must create cooler homes and buildings, greener and shadier neighbourhoods, and infrastructure that can withstand a hotter climate.

“No organisation can do this alone. I will continue working with boroughs, government, businesses, health services and communities to protect those most at risk and build a safer, greener and more resilient London for everyone."

Professor Emma Howard Boyd CBE, Chair, National Heat Risk Commission and former Chair of the London Climate Resilience Review said: “This report puts a number on inaction: climate-related damage could cost London up to £36 billion a year by the 2050s, driven by temperatures that are anything but normal. To put that into context, that is more than double the estimated £16 billion annual cost of reaching net zero across the whole of the UK.

“I welcome the Mayor’s leadership in getting ahead of climate impacts rather than simply reacting to them. Heat Ready London builds on the London Climate Resilience Review, turning evidence into action. But delivering it at the pace these health, economic and national-security risks demand means giving mayors statutory climate-resilience duties and funding that matches their growing powers—reaching the communities at greatest risk first.”

London Councils Executive Member for Transport and Environment, Cllr Paul Osborn, said: "We have faced one of London's hottest and driest summers on record this year, and every Londoner has felt its impact. We are working with agencies across London and beyond to develop a coordinated approach and manage the adverse impact of higher temperatures on our network, from track and road surface resilience to customer comfort and staff welfare.

"We’re already taking action to make London’s transport network more resilient, including the upcoming introduction of new air-conditioned trains on the Piccadilly line and DLR and the introduction of new air-conditioned buses. This builds on air-conditioned Tube trains covering 40 per cent of the network and every Elizabeth line and London Overground train being air conditioned. 

“With more frequent and intense heatwaves likely in the future, it is vital that we help London become a more climate-resilient city and ensure that the transport network continues to operate safely and reliably.”

Economic impact and infrastructure

  • The estimate of up to £36 billion represents potential annual climate-related damage to London’s economy during the 2050s without further adaptation. The figure depends on future economic growth.
  • London’s water use rose by 50 per cent during the July 2022 heatwave, when reservoirs fell to their lowest level for 30 years.
  • By 2050, London could face a water shortfall of more than one billion litres a day. A severe shortage could cost the economy £500 million for every day that demand cannot be met.
  • During the 2022 heatwave, one in four schools closed, resulting in an estimated 800,000 lost days of learning. Across the UK, one in five hospitals cancelled elective operations and one in three experienced disruption.
  • The report says providing shade could increase the time customers spend at retail and hospitality businesses by up to 40 per cent.

Health and buildings

  • The estimate of 2,877 heat-associated deaths relates to England, not London, and is based on preliminary UK Health Security Agency analysis for May and June 2026. “Heat-associated” and “heat-related” deaths are calculated using different methodologies and should not be used interchangeably.
  • Around one million London homes may already be at high risk of overheating. More than 1,300 schools, 60 hospitals and 351 care homes are located in areas at high risk from heat.
  • People spend more than 90 per cent of their time indoors, while 80 per cent of the homes standing today are expected to remain in use in 2050.
  • Analysis highlighted in the report suggests that adapting the 30 per cent of urban households most vulnerable to heat could prevent 57 per cent of heat-related deaths.
  • Around 1,000 fewer UK heat-related deaths occurred during 2022 than models predicted. The report says this could reflect public warnings, coordinated action and changes in behaviour.
  • Care-home cooling measures have estimated benefit-cost ratios ranging from 0.17:1 to 11.22:1, with a median of 1.26:1. Returns vary depending on the building and measures used.

Green space, shade and cooling

  • London’s urban forest is estimated to have prevented 153 heat-related deaths between 2015 and 2022—around 16 per cent of deaths attributed to the urban heat-island effect.
  • Without further adaptation, more than 70 per cent of London’s public-realm trees could become vulnerable to climate change by 2090.
  • Engineered shade can reduce peak ground temperatures by up to 16°C and building-façade temperatures by up to 6°C.
  • London’s trees provided ecosystem services valued at an estimated £132.7 million a year in 2015.
  • Fifty-three per cent of Londoners identified more trees and canopies as their top priority for responding to heat.
  • Fifty-eight per cent of Londoners want better access to blue spaces. London also has more than 700 green roofs covering 17.5 hectares.
  • London has around 250 cool spaces. National modelling suggests they could deliver £1.70 in benefits for every £1 spent by the 2050s, although the report says further evidence is required.

Action already under way

  • The London Plan requires new developments to reduce overheating through measures including shading, ventilation and climate-responsive design.
  • The Mayor has funded more than 640,000 trees since 2016. London also has thousands of free water-refill points, more than 100 water fountains and a network of cool spaces.
  • More than 190 Tube trains—around 40 per cent of the Underground fleet—are air-conditioned, alongside all London Overground and Elizabeth line trains.

Action already under way

  • The draft new London Plan requires new developments to reduce overheating through climate-responsive design measures including shading, ventilation and it allows for the incorporation of air conditioning into new developments once these measures have been considered.

  • The Mayor has funded more than 640,000 trees since 2016. London boroughs have also been leading local tree-planting programmes. London also has thousands of free water-refill points, more than 100 water fountains and a network of cool spaces.

  • City Hall will invest up to £120,000 in 2026-27 to strengthen the resilience of London’s urban forest. The work will improve guidance on protecting trees from pests and diseases and help strengthen the supply of climate-resilient trees.

  • More than 190 Tube trains—around 40 per cent of the Underground fleet—are air-conditioned, alongside all London Overground and Elizabeth line trains. Temperatures on the Victoria line average more than 30°C between June and October.

  • London boroughs are taking action to protect residents from overheating, including by planting trees and making neighbourhoods greener, heat-proofing buildings, and providing practical advice on what to do to stay safe during heatwaves.

  • This summer, London boroughs have distributed more than 700 ‘cool kits’ to support vulnerable residents during heatwaves. The kits include items such as desk fans and reflective window blinds, alongside advice on how to stay cool in the heat.

  • The London Councils Climate Programme is enabling boroughs to work together to accelerate climate action and strengthen our resilience against the impacts of climate change.

  • Newham Council and Warmer Homes London (WHL) have launched a pilot to install shading and cooling measures in social housing as part of wider retrofit works, to make homes more resilient year-round. WHL, a new organisation established by London Councils and the Mayor of London, is designed to help make Londoners' homes more comfortable, energy efficient and affordable to run.
