Caroline Russell AM calls on Mayor to introduce red alert health warning for dangerous ozone pollution

Green Party London Assembly Member Caroline Russell has called on the Mayor of London to introduce a clear “red alert” health warning system for dangerous ozone pollution, warning that Londoners are being exposed to repeated short-term spikes in pollution during extreme heat. 

The call comes after a series of high ozone pollution episodes this year, including during June’s heatwave, when the Mayor issued two high air pollution alerts. Three high pollution alerts have now been issued in London in 2026. 

With hotter and more frequent heatwaves expected, the Green Party London Assembly Member say London needs clearer public messaging that helps people understand when pollution levels are dangerous and what action they can take to protect their health. 

During today’s Mayor’s Question Caroline pointed to cities such as Paris, where ozone alerts are issued across wider regions and are paired with stronger public messaging during severe pollution episodes, including advice to avoid driving. 

Caroline Russell called for the use of amber and red ozone warnings instead of the terms “moderate” and “high.” Using the same colour-coded approach that Londoners are already familiar with from weather warnings would make ozone alerts easier to understand. 

During the exchange, the Mayor thanked Caroline for raising what he recognised as an important issue and agreed to follow up on the concerns raised and acknowledged the need for clearer communication around ozone pollution. 

Green Party London Assembly Member, Caroline Russell said:  

“Londoners deserve to know when the air they breathe could be putting their health at risk. As the climate emergency brings hotter and more frequent and extended heatwaves, ozone pollution will become an even greater challenge for our city. 

“On hot, sunny days, pollution already in the atmosphere can react to create dangerous levels of ozone, affecting people’s heart and lung health across London. 

“The death of Ella Roberta Adoo-Kissi-Debrah is reminder of why clear air pollution warnings are so important. The Mayor’s alerts are welcome, but they must be clear enough that every Londoner understands the risks and knows how to protect themselves. 

“Right now, too many people simply do not know what an ozone warning means or that everyday pollution sources, including traffic, can contribute to the problem.

“People instantly understand red and amber alerts from weather and heat warnings. We need the same clarify for ozone levels, so everyone has the information they need when air pollution becomes unsafe.”
