
Revised draft Local Plan: Spatial Vision
The Spatial Vision is OPDC’s vision for what the different places of Old Oak, Park Royal and Wormwood Scrubs will be like in twenty years.
What is the Spatial Vision?
The Spatial Vision is comprised of an overarching vision statement and the visions narratives of Thinking Big and Going Local. The vision statement states the following:
- Old Oak and Park Royal will be a highly connected part of London, playing an important role in shaping west London’s future and driving national economic growth
- It will comprise a network of places including an innovative industrial area in Park Royal and high-density new vibrant part of London at Old Oak. It will be home to a diverse and intense mix of uses, places and people
- Development will pioneer international excellence in sustainability, health and well-being and design quality to deliver tangible benefits for both local communities and London

The Spatial Vision is based on the previous vision shared during the Regulation 18 consultation, but has been further adapted following the comments we received.
Key elements:
- We have explicitly recognised the existing communities and embedded the benefits that the development and regeneration of the area should deliver
- The Grand Union Alliance proposed vision for the area that has, in part, been incorporated
- We have also weaved in a number of the Grand Union Alliance ideas throughout the Strategic Priorities
- We’ve provided further detail into the Spatial Vision with the creation of ‘narratives'
- We’ve given prominence to the need to ensure that the development and regeneration of the area will be accessible and inclusive so all people can benefit
What are the Thinking Big and Going Local vision narratives?
Thinking Big:
has 7 themes that are designed to position Old Oak and Park Royal as a place that will play a crucial role within London as well as set precedents that attract visitors from around the world.
Going Local:
has 8 themes that are designed to make sure that the actual place that is created through the regeneration and development of Old Oak and Park Royal is one that current and future communities and businesses will enjoy living, working and visiting.
Together these narratives create a ‘golden thread’ and create a consistent vision that features throughout the whole Local Plan document.
