    In 2021, following a competitive tender process, MOPAC awarded a £1,138,216 contract for the delivery of a pan-London Hate Crime Victims Service to the Community Alliance To Combat Hate (CATCH) consortium of specialist providers. The two-year contracted service commenced on 1 October that year and will expire on 30 September 2023.
    The tender offer documentation and subsequent contract both identified the option to extend the contract for any period up to a maximum of two years, with the caveat that any extension would require authorisation via a decision to allocate the requisite budget. The robust monitoring of delivery and the evaluation of the service clearly indicate that the optimal option is to extend the contract with the existing provider for a further two years, the maximum term allowed by the tender documentation and contract.

    MOPAC receives funding from the Ministry of Justice (MoJ) to pay for some of the victim and witness support services MOPAC commissions in London. This funding comes to MOPAC via two multi-year grant agreements from the MoJ (known as Core and General) covering financial years 2022/23, 2023/24, and 2024/25. There is currently £475,349 in unallocated MoJ core grant funding that is ringfenced for 2023/24.
    As the MoJ core grant funding must all be spent in this financial year (2023/24), it is proposed that, for reporting purposes, this funding is allocated to existing victims services that are currently funded through other MOPAC budgets (rather than MoJ funding). It is then proposed that the funding released by this is allocated to new projects including, enhancements to hate crime projects and programmes as well as grants for innovative services which will improve London’s response to ASB and Cybercrime.
    This decision seeks approval to award this £472,501 to the projects listed in this decision and to profile the spending across 23/24, 24/25, and 25/26. This includes £182,501 which is to be allocated to new and existing hate crime services, £120,000 to test an innovative approach to tackling ASB and £170,000 to address gaps in support for victims of cybercrime. The remaining £2,848.17 will be released back to reserves.

    As outlined in the refreshed Violence Against Women and Girls (VAWG) Strategy 2022 – 2025, the Mayor is determined to make London a safer city where all women and girls feel confident and welcome at night.
    In 2020, MOPAC commissioned University College London (UCL) to conduct a scoping study into London’s participation within the UN Women’s Safer Cities programme, producing practical recommendations to improve women and girls’ safety within London. The report recommended that MOPAC and partners, including Transport for London (TfL), conduct localised women’s night safety audits in community locations across London. The purpose of these audits is (i) to gather data on women’s night safety experiences and (ii) using the data gathered in the audits, collaborate with local stakeholders to create local Women’s Safety Action Plans.

    This decision seeks approval to transfer up to a maximum of £125,000 to TfL, as the project’s procurement lead, to commission providers to carry out the night safety audits in agreed community locations across London.

    This paper seeks approval for the refurbishment of the Wembley Police Station at a net cost of upto £8,226,000. The refurbishment is to support the police officer uplift and operational requirements and will include improvements to locker and welfare facilities, security arrangements and the front counter. The procurements will be via MOPAC-approved frameworks. The cost will be met from a combination of MOPAC approved capital programme funding and Government Public Sector Decarbonisation Scheme (PSDS) grant. The gross cost of £9,538,000 includes £2,803,000 for net zero carbon works and is part funded by a contribution from the Governments Public Sector Decarbonisation Scheme of £1,312,000.

    This report is submitted in accordance with a requirement under the Treasury Management in the Public Services Code of Practice (The Code), issued by the Chartered Institute of Public Finance and Accountancy (CIPFA), which requires the submission of an outturn report on the activities of the MOPAC Group’s treasury management operation.
    The MOPAC Group’s invested balances have increased from £1.51m as at 31 March 2022 to £202.19m at 31 March 2023.
    The MOPAC Group’s long-term outstanding borrowing has increased from £287.75m at 31 March 2022 to £486.15m 31 March 2023.
    Interest receivable and investment income achieved during 2022/23 was £10.84m against a revised budget of £10.07m.
    Interest payable on external borrowing for 2022/23 was £14.33m in line with the revised budget.
    All 2022/23 Treasury activity has been within the boundaries and levels set by the MOPAC Group in its Treasury Management Strategy Statement on 31 March 2022, DMPC Decision PCD 1169.

    The CONNECT programme, formerly known as Met Integrated Policing Solution (MiPs), delivers an integrated core policing IT solution, which will enable the transformation of operational policing services within the Metropolitan Police Service (MPS). This will be achieved through the replacement of legacy applications and building on the investment already made in mobile devices.
    CONNECT went live with Drop 1 in November 2022 covering Case, Custody and Property - replacing the related legacy systems. Drop 2 will bring additional functionality into live service and Go Live is targeted for early 2024.
    To adequately prepare the MPS for CONNECT Drop 2 Go Live and address user feedback on the Drop 1 digital training approach, the decision was taken to implement a hybrid training approach with 22,500 officers and staff receiving classroom training and the remaining c.22,500 an enhanced digital package including virtual trainer led sessions. The programme requires additional funding and contracts to be in place to implement this revised training approach.

  • PCD 1513 Appointment of provider to delivery Domestic Abuse Perpetrator Programme - Drive London 2023

    MOPAC has been awarded funding from the Home Office under the DA perpetrator scheme for a pan London service which delivers perpetrator interventions to high risk and serial perpetrators, both male and females aged 16 and over who commit domestic violence harm in their relationships (intimate or family). MOPAC has commissioned a provider to deliver the perpetrators interventions as part of the Drive Programme. The programme is coordinated by the Drive Partnership and the victim’s advocacy element is delivered by Victim Support, who will work alongside the new provider.
    A tender process was undertaken, to award an 18-month contract to deliver the Drive London provision and offer a whole system approach, intensive case management interventions and a coordinated multi agency approach that challenge service users to change and works with partner agencies to disrupt abuse. The key objectives of the project are to reduce the:

    number of serial perpetrators of domestic abuse

    number of repeat and new victims

    harm caused to victims and children
    Following the award of the grant by the Home Office, MOPAC invited providers to bid. A full evaluation process was held and Rise Mutual were the successful bidder. This decision is required to approve the contract award value of up £1,013,030, with service delivery beginning on 01 Oct 2023.

    Integrated Offender Management (IOM) is the national multi-agency partnership that manages the most persistent, repeat offenders. In 2021 a specific IOM framework for London was launched by MOPAC, MPS, London Probation and partners which, focuses partners on persistent offenders most likely to reoffend violently. In recognition of the importance of this work, Mayoral funding has been allocated to deliver IOM interventions as part of work to address serious violence.
    This decision seeks approval to co-commission with London Probation two new services to support IOM work across London. These two new interventions, one for Neurodiversity support and one for community Mentoring, will support current activity to reduce the reoffending of this group. MOPAC will lead the procurement, which will involve accepting up to £300,000 from London Probation as well as committing £773,000 of MOPAC funding for spend between March 2024 and December 2025. This will be the second phase of co-commissioning for London IOM, with PCD 1291 previously agreeing the arrangements for the mental health and service user engagement service.
    This decision also seeks approval for the procurement strategy and delegated authority for contract awards.

    This Decision sets out a proposal to extend the Prison Violence Reduction Coordinator funding to HMPPS (London Prisons Group) to cover the period to the end of March 2025. The role provides strategic leadership to reduce violence within London Prisons and through the gate. The funding and rationale for this role was originally agreed in PCD 1197 ‘Funding for Prisons Violence Reduction Lead’.
    HMPPS and MOPAC have collaborated to put in place a London Prisons Violence Reduction Strategy, which focuses on information sharing, custodial practices and commissioned services. In order to fully implement this, a coordinator is required with strong links within HMPPS and MOPAC.
    This Decision requests £112,500 is granted to HMPPS to extend the post to March 2025.

    As outlined in the Mayor’s refreshed Tackling Violence Against Women and Girls (VAWG) Strategy 2022 – 2025, specialist ‘by and for’ organisations in the VAWG sector, which support women and girls with different protected characteristics and from all marginalised groups, must be part of the effort to prevent VAWG through a public health approach. Since 2020, the Mayor has invested £6m in establishing his VAWG Grassroots Fund 1 and 2, aimed at supporting the resilience of these specialist organisations in London who focus on ending VAWG for those from marginalised groups.
    Earlier this year the government, through the Home Office (HO), announced new funding for VAWG Support and Specialist Services for 2023-25. MOPAC supported the London Community Foundation (LCF), the Grassroots Funds’ managers, in their bid to the ‘By and For’ Services element of the funding. Should the bid be successful, CEOD 12/2023 authorised MOPAC to provide match funding of up to £57,000 in 2023/24 and 2024/25, to contribute to the learning and development programme for grantees. LCF’s bid was initially unsuccessful. However, in June 2023 the HO confirmed that the application had been reconsidered and was successful, following the withdrawal of some of the original applicants.
    At the time CEO 12/2023 was approved, MOPAC’s intention was to issue a contract variation to LCF via the Grant Administration Services contract (PCD 1190 related). However, since this date MOPAC has launched the VAWG Cost of Living Fund and VAWG Grassroots 2 Fund, both of which are being managed by LCF, and the contract has therefore effectively reached its maximum value.
    In order to honour the original match funding commitment made and ensure ‘By and For’ organisations in London benefit from this funding, this Decision is seeking approval to issue a Grant Award to LCF for up to £57,000 in 2023/24.
