Introduction and background

MOPAC hosts the National Police Chiefs’ Council (NPCC). In June 2023 MOPAC approved the receipt of Home Office grant funding of £4,420,000 NPCC reform – specifically NPCC Operating Model development, the Violence Against Women and Girls (VAWG) leadership and support roles, VAWG data analysis, part funding for Home Office Policy Advisor role and funding for the Policing Productivity Review – PCD 1452.

Issues for consideration

This grant variation award is provided to NPCC to deliver three elements – the NPCC Policing Productivity Review, Delivery Landscape Reform Programme (DLRP), and NPCC Digital Data and Technology Coordination Committee (DDaTCC). Further detail is set out in the attached appendix 1.

Financial Comments

The total grant variation for 2023/24 is £1,487,500 made up of £1,225,000 for Policing Productivity Review, £200,000 for the Delivery Landscape Reform Programme (DLRP), and £62,500 for the NPCC Digital Data and Technology Coordination Committee (DDaTCC)

These funds will be managed by Tracy Holyer, Head of Organisational Development and Change, NPCC Strategic Hub; Alan Pughsley QPM, Policing Productivity Review Lead; and CC Rob Carden, Chair of the DDaT Coordination Committee. This will be overseen by Gavin Stephens, the Chair of NPCC. Additional reporting and assurance processes are outlined in the Grant Agreement to address oversight and transparency.

The NPCC has assured that the grant will fund all the expected costs of the three programmes and if there is any overspend the NPCC will meet the cost from within its own resources.

The NPCC has also assured that full expenditure is expected in the financial year 2023/24.

Legal Comments

The MPS Directorate of Legal Services assure that the grant variation funding will be paid to the MOPAC, as the host organisation for the NPCC, in exercise of the power conferred upon the Secretary of State for the Home Department under Section 57 of the Police Act 1996.

Under paragraph 4.8 of the MOPAC Scheme of Consent and Delegation the DMPC has delegated authority to approve “Bids for grant funding made and all offers made of grant funding; and/or where appropriate a strategy for grant giving”.

GDPR and Data Privacy

MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.

The NPCC assure that the receipt of HO funding does not involve the use of personally identifiable data of members of the public, so there are no GDPR issues to be considered

Equality Comments

MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation.
