    MOPAC is responsible for commissioning support for victims of crime in London. Cybercrime and online enabled crime are estimated to account for half of all incidents of crime across England and Wales. In recent years the MPS have reported a significant increase in such incidents. As such, many Londoners are impacted by this form of crime and could potentially benefit from specialist support.
    Decision PCD 1491 allocated £170 000 of MoJ core grant funding to address gaps in support for victims of cybercrime. With this funding, MOPAC awarded a grant to The Cyber Helpline to deliver a 12-month pilot delivering expert support to victims of a range of cybercrime from October 2023 to September 2024.
    This pilot has demonstrated that there is clear and growing need for specialist support for victims of cybercrime and online enabled crime. As this initial 12-month period comes to a close, MOPAC must now take a decision on the next steps for supporting victims of these type of crimes.
    MOPAC will now take forward the learning from the pilot and develop plans for commissioning this form of support on a longer-term basis. To ensure continued provision of support and avoid gaps in service, MOPAC is seeking to extend the current grant agreement by issuing a grant modification letter to The Cyber Helpline for a 6 month extension, with the option to extend by a further six months. A 6 month plus 6 months extension to the existing grant is necessary because of the complexities of commissioning support of this type and the continued uncertainty regarding London’s funding settlement from the Ministry of Justice for victims services.
    This decision seeks approval to extend the grant agreement with The Cyber Helpline for 6 months with the option to extended by a further 6 months. As with the initial grant, the £85,000 funds for the first 6 months will come from the MoJ core grant. The subsequent 6 months will only be enacted once funding is secured. It is anticipated this will also come from the MoJ core grant once details of that funding are confirmed in early 2025.

    MOPAC approved the acceptance of Home Office funding for upto £2,500,000 in 2024/25 to support the Joint Soteria Unit in implementing the roll out of the national operating model for the investigation of rape and other serious sexual offences (RAOSO). The Home Office have made an offer of additional funding of £1,200,000 for 2024/25.

    VRU staff deliver programmes involving teenage homicide, violence, vulnerability and child abuse and since October 2022 have benefitted from reflective support sessions with trained clinical supervisors through Jigsaw.  In recognising the impact and benefit to VRU staff and in consideration of the work areas of MOPAC including VAWG, Victims, Evidence and Insight, a pilot for MOPAC staff commenced in April 2024 with a view to evaluate and move to a procured full MOPAC and VRU provision at the end of the existing arrangements.
    This decision seeks approval to vary the current VRU direct award contract with Jigsaw from ending in October 2024 to ending end of March 2025 and to increase the funding amount by £14,560 to a total contract amount of £83,820. In addition to extend a separate MOPAC pilot arrangement with Jigsaw, which commenced in April 2024, for the same period until end March 2025, increasing costs from £16,520 to £28,000.
    In total the value to Jigsaw and cost to MOPAC and VRU from commencement in October 2022 to end March 2025 is £111,820.
    The purpose of this variation is so that the VRU and MOPAC can ensure there is no gap in provision while they complete a competitive commissioning process. 
    The decision also seeks approval for permission to go out to tender for joint Reflective support provision for VRU and MOPAC staff. Re-commissioning of the services will be carried out jointly by VRU and MOPAC, combining into one contract for better opportunity, costs and offer for staff.  this will cover a two-year contract period, with an optional one-year extension option.

    Following the approval of PCD 1691 (Commissioning of Domestic Abuse Victim Services for 2024/25 – 27/28), this decision seeks approval for additional funding to support the continuation of existing support arrangements for victims/survivors of domestic abuse in London until 30 September 2025. This is necessary to enable MOPAC to deliver on its commitments in the Police and Crime Plan (PCP) and to discharge MOPAC’s devolved responsibility for arranging the provision of services for victims of domestic abuse in London.
    This decision requests approval to spend up to a maximum of £350,000 across 2024/25 and 2025/26 to ensure the continuation of these support arrangements.

    This report sets out the 2023/24 draft outturn for MOPAC and MPS as at 31 March 2024 based on the unaudited statement of accounts and is therefore the final financial monitoring report for the year. The report should be considered alongside the published quarterly monitoring report that also sets out key outcomes information.
    In February 2023 the 2023/24 budget was set at £3,281.5m. Subsequent changes to the budget have been approved reflecting additional grant funding, other income and changes to the application of reserves. As at Quarter Four the revised budget remained at £3,281.5m.
    The MOPAC and MPS outturn position is an underspend of £14.4m, MPS underspend of £12.8m and MOPAC £1.6m.
    A revised budget for the Capital Programme of £335.6m was approved. The Capital Expenditure draft outturn for 2023/24 is £305.5m, an underspend of £30.2m against the revised budget.
    The draft outturn position on reserves is also set out in the report and shows that earmarked reserves have reduced by £144.8m from an opening balance of £448.7m to £303.9m at the end of 2023/24. The reduction in reserves is £48.8m less than anticipated when the budget was set which assumed a total use of reserves of £193.6m due a number of reasons including reprofiling of projects into future financial years requiring funds to be carried forward from 2024/25 and changes in planned usage of reserves.
    Total general reserves have increased by £20m and is made up of the MPS underspend of £12.8m and some technical adjustments relating to goods receipting for the 2022/23 and 2023/24 financial years. General reserves were £66.6m at the end of 2023/24.
    Total reserves (earmarked and the general reserve) have reduced by £140.6m from an opening balance of £511.1m to a closing balance of £370.5m

That's why the Mayor created the Women’s Night Safety Charter - to make London a city where all women feel confident and welcome at night.

    MOPAC receives grant funding from the Ministry of Justice (MoJ) for the local commissioning of victim and witness support services in London. The funding package for 2022/23 to 2024/25 has been confirmed, with MOPAC allocated just under £4.2m specifically for domestic abuse (DA) and sexual violence (SV) provision in London (see PCD 1235 for details of the allocation).
    Following completion of an open and competitive application process to allocate the £4.2m, funding was awarded to a number of services originally commissioned as part of the Mayor’s VAWG Fund (the ‘Tranche 4 Services’).This decision seeks approval to utilise both MoJ funding and committed mayoral investment to tackle violence against women and girls (VAWG) to extend these services until 2024/25.

    This includes awarding £1,688,537 per annum from the MoJ’s additional DA/SV allocation for London in 2022/23, 2023/24 and 2024/25, and £1,688,537 per annum in 2022/23 and 2023/24 and
    £1,340,676 in 2024/25 from mayoral funding to tackle VAWG.
    This decision also seeks approval to transfer the £1,688,537 originally committed in December 2021 from reserves (PCD1077) back into the budget resilience reserve as following the additional VAWG funding provided by the Mayor, which is now included in MOPAC’s budget, this drawdown from reserves is no longer required.

    The Ministry of Justice (MoJ) have announced two new national pots of funding for Domestic Abuse (DA) and Sexual Violence (SV) services which is to be provided to PCCs on an annual basis until 2024/25. The total amount available is £19.45m per annum. London’s allocation of this funding will be determined by MoJ following their assessment of the bids and local needs assessment submitted by all PCCs. PCCs will then be responsible for the disbursement and management of the grants.
    This decision requests approval for MOPAC to put forward bids to these new national funding pots, after running an open process to attract as many eligible applications as possible from a wide range of public bodies and the Voluntary and Community Sector (VCS). Following outcomes from the MoJ on the funding allocation for each PCC, this Decision will also then allow MOPAC to carry out the necessary steps to swiftly disburse and administer the funding awards from the MoJ.
    This Decision is also requesting the approval of the transfer of a proportion of the ultimate MoJ funding award to a fund manager to distribute and manage the funds on MOPAC’s behalf (see PCD 1196).

    Former PC (‘FPC’) Johnson was convicted of an offence committed in connection with his service as a member of the Metropolitan Police Service (“MPS”). The Home Office has granted a certificate of forfeiture on the basis that the conviction was liable to lead to serious loss of confidence in the public service. The next stage is for the Deputy Mayor for Policing and Crime (“DMPC”) to determine whether FPC Johnson’s pension should be forfeited in whole or in part, permanently or temporarily, or at all.
  • PCD 1563 Modern Slavery - Section 22A Agreement (2023-24)

    Executive Summary:
    In September 2016, the Devon and Cornwall Chief Constable and the NPCC Lead for Modern Slavery successfully bid into the Police Transformation Fund to support the introduction of a number of projects to improve the national policing and law enforcement response to Modern Slavery. Police and Crime Commissioners have agreed to collaborate in relation to the running of the Modern Slavery Police Transformation Programme.
    To deliver the programme, there has been a national collaboration agreement (pursuant to section 22A of the Police Act 1996) in place, which MOPAC has signed and renewed annually. This paper therefore requests approval to renew collaboration with the Police and Crime Commissioner for Devon and Cornwall, and others, under the updated Agreement (see Appendix 2) to continue running the programme (now the Modern Slavery and Organised Immigration Crime Programme) in England and Wales.
    This Agreement covers the period between 1st April 2023 to 31st March 2024, so is retrospective.

    This paper seeks approval to accept grant funding from the Home Office (HO) Asset Recovery top slice Incentivisation Scheme (ARIS) to support the continued funding for the Metropolitan Police Service (MPS) commitment to resource the Economic Crime Dedicated Source Unit (EC DSU).

    The unit focusses and targets the recruitment and management of Covert Human Intelligence Sources (CHIS) to combat financial and economic crime in line with the Governments Serious Organised Crime Strategy.

    The Metropolitan Police Service deliver drug testing in Police custody and procure drug testing equipment and laboratory services for contested orders, funded by MOPAC. This funding enables the identification and referral to treatment of drug using offenders, which plays an important role in reducing reoffending and improving health outcomes.
    The Home Office have offered additional funding for this financial year, 2024/25, to continue the delivery of and expand drug testing on arrest. The Metropolitan Police Service proposes to continue their current programme of testing and continue to expand the use of Inspector’s Authority. This decision requests the acceptance of £25,000 in grant funding, for delivery from 1st April 2024 to 31st March 2025.

    As stated in his Police and Crime Plan for London 2022-25, the Mayor is committed to improving the support provided to all victims of crime. This includes those bereaved and seriously injured victims of road traffic collisions in London.
    MOPAC and Transport for London (TfL) have worked together to develop and commission specialist support services for victims of road traffic collisions in London. TfL directly commissioned a 12-month pilot project, the initial value of which was up to £250,000. MOPAC contributed £100,000 of this (PCD 1376).
    This Decision seeks approval to transfer a further one-off contribution of up to £100,000 to TfL for the extension of the pilot for another 12-month period in order to continue gathering evidence for how best to support these victims. It also seeks approval to update the existing Service Level Agreement (SLA) with TfL, to ensure MOPAC is involved in the management and continued development of the project, as well as supporting achieving successful outcomes and monitoring progress against the Mayor’s PCP priorities.

    The Mayor’s tackling Violence Against Women and Girls (VAWG) Strategy 2022-2025 aims to tackle
    VAWG, including harmful practices, through better education. The Mayor has committed to helping
    prevent harmful practices by investing and supporting community-based education solutions for
    harmful practices in London.
    Research has shown that Harmful Practices have serious and long-lasting physical, emotional and psychological effects on those who experience them. The response to harmful practices and the support available for those experiencing them is piecemeal, with limited strategic coordination and integration into wider safeguarding and VAWG services.
    Engaging with affected communities is crucial with the need for the expertise of trusted community groups to carry out this work in London, to test community-based education approaches and inform future commissioning decisions in this area.
    In March 2023, MOPAC launched a competitive grant process targeted at those organisations with the relevant cultural experience and expertise to deliver this pilot project inviting them to submit an Expression of Interest (EOI) (See PCD 1613). T
    This decision is seeking approval for MOPAC to award the grant to Barnado’s National Female Genital Mutilation (FGM) Centre, the successful bidder from the competitive grant process. The maximum grant value is up to £370,000 with mobilisation and delivery of the pilot taking place from September 2024-25 to March 2026-27, up to 2.5 years from grant award.
