Automation refers to ‘Robotics Process Automation’ technology that removes time-consuming manual processes from officers and staff across the MPS, enabling them to spend more time on more valuable work and decision-making.

    A decision is requested in July 2024 to enable the MPS to set up the automation capability in time to support savings and efficiencies for 2025-26.

    MOPAC manages and co funds the Youth to Adult Hub, a pilot project which aims to reduce reoffending and improve outcomes for young adults on probation in Newham.
    This decision seeks approval to accept £38,000 in funding awarded by Barrow Cadbury Trust to enable the delivery of specialist staff training to multi-agency staff within the hub at a maximum cost of £15,000, and a user engagement service to ensure continued iteration of the model informed by user engagement at a cost of £23,000. Both of these services will be funded for six months from Barrow Cadbury Trust grant funding.

The proposed contract value is for upto £2,000,000 over a potential 5 year period, with an initial 3 year term and two 12-month optional extensions. The cost will be funded from within the NPoCC budget.

    In Call 5 of the Shared Endeavour Fund, MOPAC are proposing 20 projects for funding after a rigorous moderation process. This will equate to a total spend of £875,000. The decision to spend this sum on Call 5 was previously approved (PCD 1335).
    This Decision is to approve the dispersal of the fund’s budget among the recommended applicants.
    This action will fulfil the Police and Crime Plan (2021-25) pledge to “provide even more grants” to community projects which counter racism, hate, intolerance, extremism, radicalisation and terrorism across London.
    Furthermore, it will fulfil the following commitments in the Mayoral Manifesto:
    “Through the Shared Endeavour Fund, we will continue to invest in community projects that help tackle hate, counter violent extremism and build understanding, tolerance and community cohesion”.
    “In particular, we will work to bear down on both antisemitism and Islamophobia, which have tragically flared up following the conflict in the Middle East”.

    MOPAC receives funding from the Ministry of Justice to partially pay for victim and witness support services MOPAC commissions in London. The Ministry of Justice has issued two grant agreements confirming MOPAC’s funding allocation for 2022-23 to 2024-25 which were formally accepted by the DMPC as per PCD 1235.  
    In addition to this multi-year funding from the MoJ, MOPAC receives additional annual funding to the value of £488,832 from the MoJ. This amount is ringfenced for the delivery of pre-trial support for witnesses, devolved to MOPAC as per Memorandum of Understanding: Towards Justice Devolution signed by the Mayor in 2018. MoJ has recently issued an addendum to its core grant to the value of £488,832 to deliver pre-trial support to witnesses in London for the period 1st April 2024- 31st March 2025.  
    This decision seeks approval to accept this additional funding, sign the MoJ General Grant Addendum, and manage the onward distribution of the funding via the London Victim and Witness Service (in line with decisions PCDs 1234 and 1517).
