Can you please encourage boroughs to award freedom passes using all seven eligibility categories within Section 151(4) of the Transport Act 2000. Some boroughs have used the new DfT Guidance to Local Authorities on Eligibility for Disabled People selectively for issuing disabled freedom passes. I have heard that a number of boroughs have only been awarding passes for person who are elibile under Category (a) 29 and are recipients of the higher rate mobility component of Disability Living Allowance, and refusing applicants who are eligible under Category (a) 30, 31 and 32.
