Can you please encourage boroughs to award freedom passes using all seven eligibility categories within Section 151(4) of the Transport Act 2000. Some boroughs have used the new DfT Guidance to Local Authorities on Eligibility for Disabled People selectively for issuing disabled freedom passes. I have heard that a number of boroughs have only been awarding passes for person who are elibile under Category (a) 29 and are recipients of the higher rate mobility component of Disability Living Allowance, and refusing applicants who are eligible under Category (a) 30, 31 and 32. Thank you for your reply to my question 140/2008, in which you explain how you are encouraging GLA family public procurement policies to include Remploy factories. I was disappointed that no mention of procuring from Remploy was mentioned in the recently launched GLA's Responsible Procurement policy. Why was Remploy omitted from this benchmark for fair procurement? Do you have any plans to include Remploy in future fair procurement policies?
