Will you instruct TfL Network Assurance not to consider the bus priority scheme at Herne Hill junction unless an allowance for modal shift from car use to cycling has been included in the computer traffic model required for the scheme and to insist that the potential for modal shift is fully explored by Lambeth Council?

Bus Priority Scheme, Herne Hill

The bus priority scheme at Herne Hill junction will not provide priority for the 68, 468, X68 and N68 routes, and because it does not take suppressed demand into account, it is very likely that any initial bus priority provided by the slip road through Brockwell Park will be lost as the slip road fills with cars. Why is bus priority funding being considered for this scheme?

Empty Homes Target

You have pledged to cut the number of empty dwellings to 1% by 2011. Do you agree that the difficulty in using a percentage target for cutting the number of empty dwellings is that it would be entirely possible to achieve them without actually returning a single one to use, because of the increased supply of new build? Will you demonstrate your commitment to ending the scandal of empty homes in London by moving away from a percentage target and setting an absolute figure for the actual number of homes that are standing empty today that will be brought back...

Intermediate Homes Targets

You have pledged to amend the London Plan and Housing Strategy to increase the percentage of intermediate housing in London by a third, by introducing a 60:40 split on each development. Given that London-wide delivery of new homes in 2006/7 already achieved the 60:40 split, do you agree that your targets are unambitious and are merely designed to maintain the status quo?

Affordable Homes Delivery

Rather than insisting that 50% of each major development will be affordable housing, you have pledged to agree with each council the number of affordable homes that need to be delivered within that borough each year. What will be the basis of such an agreement and how will you ensure that this decision-making process is objective and transparent, to avoid boroughs not fulfilling their potential to save money?
