Bus Driver Fatigue: Monitoring Appropriate Total Level of Bus Drivers' Stand/Recovery Time

  • Reference: 2024/2214
  • Question by: Keith Prince
  • Meeting date: 18 July 2024
In your response to question 2024/1540, you stated "Stand time is not classified as part of a driver’s break". If this is a fact, why are London bus drivers asking me 1) why is Stand Time called 'Recovery Time'? 2) why is Stand Time deducted from the driver's hours by bus operators for when they determine what time the driver's mandatory break should be taken? Do you accept that TfL's understanding of Stand/Recovery Time might be at odds with both (a) how bus drivers perceive it as a crucial fatigue-reduction factor during their working day and (b) how TfL bus...

Bus Service Controller Priorities

  • Reference: 2024/2213
  • Question by: Keith Prince
  • Meeting date: 18 July 2024
In your response to question 2024/1540, you stated "Service Controllers are trained to ensure that, whilst considering providing a smooth and even service for customers, they also consider the welfare of drivers as part of any service control measures." Your phrasing confirms bus operator training documents I have seen which clearly inform bus drivers that they should expect that Service Controllers will prioritise 'providing a smooth and even service for customers' over considering the 'welfare of drivers'. Do you think bus service controller priorities might be a factor which contribute to the well-evidenced decline in the operational safety performance of...

Vision Zero: TfL's New Incident Reporting System

Further to your opaque response to question 2024/1539, please will you provide me with the documentation I requested? Specifically, please provide me with: a) any initiating memorandum detailing the rationale for TfL's New Incident Reporting System, b) the System's terms of reference/specification and, c) a project timeline showing milestones for the System's development and implementation.

Vision Zero: Q1 2024 Bus Crash Deaths

  • Reference: 2024/2211
  • Question by: Keith Prince
  • Meeting date: 18 July 2024
In your response to question 2024/1537, you stated "each of the tragic fatal collisions are subject to thorough investigations". How do you reconcile that statement with your response to question 2023/3341: "TfL does not routinely receive information for all incident investigations undertaken by operators and resultant criminal proceedings undertaken by the Metropolitan Police Service"?

Bus Safety: Clarification of Bus KSI Data

  • Reference: 2024/2210
  • Question by: Keith Prince
  • Meeting date: 18 July 2024
Thank you for your helpful response to question 2024/1536. While the data sets used to produce Figure 3 found in TfL's Bus Safety Strategy (published in September 2023) and Figure 20 found in TfL's 2023 Travel in London document (published in December 2023) are nearly the same, Figure 3's data shows a different total number of Bus KSIs for 2018 than Figure 20. Which number is correct? You might appreciate that I'm concerned that two major TfL publications appear to be using different data sets to report lack of progress on a key safety metric.

Bus Safety Data: Reason for Difference in Bus Injury Incident numbers shown on Bus Safety Dashboard and Bus Injury CSV Data Releases

  • Reference: 2024/2209
  • Question by: Keith Prince
  • Meeting date: 18 July 2024
Thank you for your insightful response to question 2024/1535. In addition to helpfully confirming that my tally was accurate, you've also confirmed that the Bus Safety Dashboard is perhaps unintentionally conveying misleadingly-low collision injury information to its users. With increasing press interest in TfL's failing bus safety performance, can you instruct TfL to display its bus collision casualty information correctly on the dashboard so that all bus collision injuries are revealed and not hidden if more than one occurs in the same collision incident?
