While welcoming your representations to Government on the proposed rises in Dartford Crossing Tolls, the additional pressure this will place at Blackwall will be considerably less than the continuing pressure, with no end in sight, presented by your cancellation of the bridge proposal and subsequent inactivity in promoting another road crossing. In light of your Deputy Mayor's comments regarding the squandering of tens of millions of pounds of taxpayers money on youth services that in his words 'have done little to curb juvenile offending', do you think all funding should be suspended pending an investigation into what really is effective and then channelling the funds appropriately?

In the past quarter you have announced money and initiatives for black youngsters in your mentoring programme and a grant of over £1 million to the Black Police Officers Association for their voyage programme which will assist principally young black people.
