As important and humane as this action is, because it doesn't do anything to improve the operational safety performance of TfL Bus Operations, why is The Sarah Hope Line considered part of the Bus Safety Programme?

In response to my request for a list of detailed expenditures on the Bus Safety Programme for the period 1 February 2016 to 31 January 2017, you could only confirm £150,000 on the Bus Safety Standard.
