Can you ensure Transport for London (TfL) provides a clear explanation as to why the Garden Bridge Trust minutes from December 2015 record that TfL would 'struggle' to justify the release of £7 million to the Garden Bridge Trust, yet by February 2016 TfL had agreed to release the funding?
