Vision Zero: Bus Fatality Dataset used to calculate Bus Safety performance against Mayor's Transport Strategy Baseline

  • Reference: 2025/0606
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
Further to the statements found in TfL's recently-created Bus Safety Data Guidance document, which dataset does TfL use to calculate its baseline for bus fatalities used in the Mayor's Transport Strategy — (a) the bus fatality data "which meet the Department for Transport’s (DfT’s) STATS19 definition or (b) the larger set of bus fatality data derived from TfL's "SHE incident reporting and investigation system" "which do not meet the Department for Transport’s STATS19 definition?

Vision Zero: Preventable Bus Safety Incident Fatalities in 2024

  • Reference: 2025/0605
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
Correlating the data on TfL's "Road Fatalities in London since 2019" spreadsheet with TfL's "Bus Injury Details [Q1 2014 - Q2 2024]" spreadsheet, I've concluded that there were sixteen preventable ‘Bus Safety Incidents’ in 2024, 12 from bus collisions (9 pedestrians and 3 cyclists) and 4 passengers who died from onboard safety incidents (3 falls and 1 "activity" incident), representing a hundred per cent year-on-year increase for preventable ‘Bus Safety Incident’ deaths and a fifty percent increase in fatalities from collisions. Do you recognise this total bus fatality number for 2024? If not, please will you provide me with the...

Errors in TfL's "Road Fatalities in London since 2019" Spreadsheet (2)

  • Reference: 2025/0604
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
While correlating the information provided in your delayed response to question 2024/3718 with the 2023 data found in the TfL's "Road Fatalities in London since 2019" spreadsheet, I can find no citation for the ‘12 March 2023 RATP Route 79 Bus Collision Death of Adult Male Passenger/Customer in Harrow’ which is clearly found (as ID 260054) in TfL's "Bus Injury Details [Q1 2014 - Q2 2024]" spreadsheet found on its website. How do you explain this error?

Errors in TfL's "Road Fatalities in London since 2019" Spreadsheet (1)

  • Reference: 2025/0603
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
While correlating the data on TfL's "Road Fatalities in London since 2019" spreadsheet with TfL's "Bus Injury Details [Q1 2014 - Q2 2024]" spreadsheet, in the former document I noted the absence of an "Activity Incident" fatality of a bus occupant of route 55 bus operated under contract by Stagecoach London from its Leyton Depot on 27 January 2024 in Westminster. Can you explain why this incident was not recorded in the "Road Fatalities in London since 2019" spreadsheet which, it would appear, contains TfL's only up-to-date dataset for bus fatalities in London? Can you also provide some details about...

Improving the Granularity of TfL's "Road Fatalities in London since 2019" Spreadsheet (2)

  • Reference: 2025/0602
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
In reviewing TfL's "Road Fatalities in London since 2019" spreadsheet, I correlated fifteen 2024 bus-related fatalities with data published by TfL and press reports. In cases where TfL buses are involved, would you consider adding a column identifying the bus Route and bus operator involved for each relevant reported fatal incident?

Improving the Granularity of TfL's "Road Fatalities in London since 2019" Spreadsheet (1)

  • Reference: 2025/0601
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
In reviewing TfL's "Road Fatalities in London since 2019" spreadsheet, I note the lack of information about (a) the kind of vehicle involved in the fatal incident and (b) the sex or age of the victim. Will you instruct TfL to add columns that contain this information for each reported fatal incident?

Instructing the Met Police to use AI to answer 20 Refused Mayor's Questions from 2024

  • Reference: 2025/0600
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
I find your response to question 2025/0137 astonishing. If the Metropolitan Police has (a) computerised records, (b) access to computers, and (c) the internet, there is no "upfront" investment required for the task I have identified, which can be done easily and, if someone knows how to use a computer, with ease and immediacy. Would you like me to show the Met Police how their office staff can provide the information for which the London Assembly has been asking since 2024 promptly, with ease and no extra cost? If not, do you believe this may obstruct the London Assembly from...

Bus Driver Fatigue: Independent Risk Assessment of TfL Bus Driver Working Hours

  • Reference: 2025/0599
  • Question by: Neil Garratt
  • Meeting date: 25 February 2025
Further to your responses to questions 2025/0078 and 2025/0079, because London accounts for twenty-five per cent of the UK's bus fleet and over half of the UK's bus journeys, will you consider instructing TfL to conduct an independent risk assessment of TfL bus driver working and living conditions to evaluate whether the Government's ‘Maximum Driving Hours’ are fit-for-purpose for London bus drivers?

Do you intend to redistribute Westminster City Council’s housing target to other areas, rather than follow the Government’s recently published standard methodology, and if so to where?

London Plan housing targets (3)

  • Reference: 2025/0597
  • Question by: Andrew Boff

Do you intend to aggregate and redistribute all the borough housing targets across London, rather than follow the Government’s recently published standard methodology for each borough, as has recently been claimed by a council leader? If so, which boroughs’ targets do you intend to redistribute, and to where?
