As the Local Planning Authority (LPA) for land known as Bishopsgate Goodsyard in the London Boroughs of Tower Hamlets and Hackney, will you or your deputy Mayor for Planning, Regeneration and Skills meet with the Shoreditch Forest Garden Group ( http://www.elgs.org.uk/gn-forest-garden-plan.html) to consider their proposals to create the largest forest garden in Europe?

In answer to my question 2018/5189 you indicated Transport for London (TfL) would make a saving on investment in, and the net operating costs of, the cycle hire scheme. Will you reallocate this unspent TfL cycling budget to expanding the scheme to reach unserved areas of London such as Rotherhithe, Tottenham and Barking, where new cycle routes are being proposed?

In answer to my question 2018/5189 you indicated there would be an underspend of £25 million in 2018-19, spending only £86 million. However, in your answer to question 2018/2176 just two months earlier, you said that you were on track to spend £111 million. Will you outline the steps you and Transport for London (TfL) are now taking to be able to double annual investment in cycling in future years?

In answer to my question 2018/5189 on the 2018-19 Transport for London (TfL) cycling budget you stated that: “expected underspend on cycling is not lost, and has been carried forward to future years in the draft 2018 Business Plan.” Could you set out, for each year, how much of the future TfL budget for cycling is from cumulative historic underspend?

The judicial review brought by Westminster Council against cycle superhighway 11 (CS11) was not the first such action brought against the cycle superhighway programme. Given that earlier actions were successfully fought off, what steps are you and Transport for London (TfL) taking to ensure decisions to proceed with such vital infrastructure are not open to similar challenges? Should more of the cycling budget be spent on legal advice to help schemes proceed?

The Department for Transport annual reports, Reported road casualties Great Britain, in 2016 and 2017 were delayed due to issues in validating data from the Metropolitan Police Service (MPS). These delays led to this publication, related data and reports being published in September rather than June each year. What steps has the MPS taken to avoid delays affecting this data for 2018?

With reference to your answer to my question 2019/0246, Transport for London (TfL) has now published its Temporary Traffic Management handbook. Will you ensure that contractors for HS2 will: “preserve cycle access, even when the carriageway is closed to motor vehicles,” taking note that: “not all cyclists can easily dismount, particularly when the cycle is used as a mobility aid,” as your guide advises, in future?
