The problem is that although, in two dozen meetings, people from those organisations have had really positive feedback from TfL, they are simply not reassured that it has the expertise. I should like a few more details, if possible, about the sort of links you will have with these organisations.

I think that the point about duplication is well made, but it applies not just to the MPS and the MPA but to all the functional bodies, to the GLA and to the Mayor's office. We all have to be very careful, therefore, that we can carry out our proper functions effectively, but without duplicating what everybody else is doing and second-guessing, third-guessing and so on. Can I press you, though, on whether you have any further plans for more consultation to be done, whether by Mr Newton or by anyone else?

May I just finish? Would you accept that it is therefore of fairly limited value? Do you any plans for further consultation work to be carried out, whether by Mr Newton or by any other consultant? Or will you trust the functional bodies and the GLA to carry out that rigorous review themselves?

Thank you, Ken. The report was in fact circulated to Assembly Members yesterday afternoon, and I would commend it to other Members. It reveals that this exercise whose terms of reference you have just given us - which incidentally were not attached to the report - was carried out over just 10 days in August, when many key people were absent. Would you agree with Mr Newton's own conclusions that he would "almost certainly be guilty of over-simplicity, failure to take account of developments already under way and in some cases just plain wrong"?

That is great as far as it goes, but we are back to the hard-to-hear voices. How are you going to get to the ordinary kids, who perhaps do not have access to the Web, or are in schools which do not have access, and who might not see whatever publicity you are planning?
