You made a public statement, I think it was a month or so ago, saying that if you were Mayor you would take a more radical approach on waste and recycling than the current Mayor. If that's the case, what changes would you like to see made to the Waste Strategy to make it a more radical vision?

Would you agree that there is an opportunity - where the regional assemblies outside London have greater powers than we do - to insert "and London" as the bill goes through parliament? What is good enough for outside London is certainly good enough for London! Whether we can take a lead in doing that is the first issue. My second question is, would you agree that now we're two years in and we can start to learn some of the lessons as to what is and isn't working, shouldn't we be sharing that with Parliamentary colleagues when the White Paper...

What do you think about increasing the powers of the Assembly, alongside those of the London Mayor? Can you envisage yourself turning down a contract because of the size of wheeled bins?

Well, either you think that wheeled bins are a bad thing and you're going to do something about it, or you're going to use them in a positive way, to help to improve people's recycling rates. I can think of several ways that you might actually modify a bin scheme to do that.

It's all very well talking about recycling. That's obviously one part of it, but clearly buying recycled goods is the key thing. And the Green Procurement Code is something that I think we would all welcome. That was launched in March. Can I ask how many boroughs and how many companies have currently signed up to that?
