London’s new towns and how they’ll be delivered

 

In September 2024, the Government established the New Towns Taskforce as an independent advisory panel to recommend sites and approaches for a new generation of new towns. 

Its final report, published in September 2025, identified 12 potential locations across England, including two within London – Crews Hill and Chase Park and Thamesmead Waterfront – which together could deliver up to 40,000 new homes. 

The Taskforce stressed that major improvements to transport infrastructure and clear governance arrangements would be essential to delivery.

The London Assembly Planning and Regeneration Committee is meeting tomorrow to explore how these new towns will be delivered in practice.

Panel 1 (2.00pm – 3.30pm)

  • Sowmya Parthasarathy, New Towns Taskforce
  • Kate Greenway, Project Director, Thamesmead Waterfront, Peabody

Panel 2 (3.30pm – 5.00pm) 

  • Tom Copley, Deputy Mayor for Housing and Residential Development
  • Brett Leahy, Strategic Director of Planning, Growth and Infrastructure, London Borough of Enfield 
  • Louise Duggan, Head of Regeneration and Growth Strategies, GLA

The meeting will take place on Wednesday 11 February 2026 from 2pm in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.
