Financing London’s climate response

According to analysis carried out for the Greater London Authority (GLA), making London climate resilient by 2030 will require capital investment of at least £75 billion.1

A recent London Assembly Environment Committee report shows that London is not currently on track to reduce fossil fuel emissions or be climate resilient by 2030.2

The Environment Committee will meet tomorrow to examine what can be done to further increase private finance to help London achieve its target of reducing fossil fuel emissions by 2030, including the necessary adaptations and mitigations a changed climate will bring, including identifying the barriers to unlocking further finance.

The guests are:

Panel 1:

  • Emma Howard-Boyd, Former Chair of London Climate Resilience Review
  • Alison Gowman CBE, Lead Member for Climate Action Strategy, Biodiversity and Urban Greening, City of London Corporation
  • Emily Hickson, former Deputy Cabinet Member for Green Finance, Southwark Council and Director, Business and Investment Engagement, Climate Catalyst

Panel 2:

  • Kenroy Quellennec-Reid, Deputy Director, Impact Investment, London Treasury Limited.
  • Matt Thomas, Green Finance Senior Programme Manager, GLA
  • Dan Bicknell, Climate Adaptation Manager, GLA
  • Jonathan Maxwell, Group Chief Executive Officer and Founder, Sustainable Development Capital LLP

The meeting will take place on Wednesday 17 September 2025 from 2pm in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.

Media and members of the public are invited to attend.

The meeting can also be viewed LIVE or later via webcast or YouTube.
