Summary of request
Your request
Please provide a breakdown of the results on a post code level (eg NW1, NW6 etc) in terms of positive or negative response – irrespective of your view on validity of analysis.
We would also formally request the following information:
Regarding the templated responses which were excluded from the consultation (referred to in the response given to: MGLA170625-8088):
What was the breakdown by percentage of these templated responses that supported pedestrianising Oxford Street and what percentage were against it and how many were there for each?
Could the Mayor’s Office please provide examples of these templates sent in as correspondence by residents, both for and against Oxford Street, redacting any personal information to avoid any data protection issues?
Our response
While some of the consultation responses did include a postcode, sentiment analysis was not conducted against postcode data because postcodes were not available for a significant portion of the responses. Note that in addition to those who replied by email, some who responded via online form also chose not to provide a postcode. This totals to 40 per cent of all respondents where a postcode was not provided.
We are therefore unable to provide an analysis of sentiment by postcode as you have requested. Undertaking this analysis for the responses where postcode is available would require us contracting the services of AECOM who performed the sentiment analysis to create a report for you.
In accordance with ICO guidance, FOIA only applies to information that a public authority already holds in recorded form at the time of a request: Determining whether we hold information | ICO
If you don’t hold a particular piece of information that someone has asked for, you don’t have to create it. Nor are you required to ask a third party for the information, unless they hold it on your behalf.
20 boilerplate campaign responses that were excluded from the sentiment analysis opposed the proposals. 276 boilerplate campaign responses that were excluded from the sentiment analysis supported the proposals. Please see the consultation report section 2.7 for a table showing the sentiment of each campaign. We explain in section 2.7 what criteria we applied in identifying 'campaign' responses. Some responses we identified as being part of a campaign provided only boilerplate text, and were not included in the sentiment analysis. Campaign responses which were personalised in some way were included in the sentiment analysis: Oxford Street Transformation | London City Hall
Please see the consultation report, Appendix D, for an example of each boilerplate campaign response: Oxford Street Transformation | London City Hall
