The current public consultation on the proposed pedestrianisation of Oxford Street is open until Friday 16 January 2026.
This consultation focuses on the proposed transport and highway changes to enable the pedestrianisation of the section of Oxford Street between Orchard Street and Great Portland Street.
The previous consultation
From 28 February to 2 May 2025, the Mayor of London ran an extensive public consultation on the proposal to establish a new Mayoral Development Corporation (MDC) for Oxford Street.
The consultation received over 6,000 responses. Of those who expressed a view, almost 70 per cent of Londoners showed support for the creation of an MDC. Two-thirds were in favour of pedestrianisation of the road specifically.
Following the consultation, the Mayor asked the UK Government to establish an MDC for Oxford Street, called the Oxford Street Development Corporation (OSDC). This new MDC will lead the transformation of the Oxford Street Mayoral Development Area (MDA).

Next steps
The legislation to establish the Oxford Street Development Corporation (OSDC) is currently before the UK Parliament.
The London Assembly has voted to support the Mayor to proceed to appoint Scott Parsons as Chair of the OSDC. Scott has led major London developments, serving as UK Chief Operating Officer of Unibail-Rodamco-Westfield (2019 to 2025), where he oversaw Westfield London and Stratford City through the pandemic. Previously, he spent 13 years at Landsec, managing a diverse London portfolio as Head of Property, including key sites along Oxford Street.
The Mayor has asked Transport for London (TfL) to develop proposals to pedestrianise Oxford Street, transforming it into a vibrant, green and world-class destination for Londoners and visitors alike. The consultation on these detailed highways and traffic design proposals will close on 16 January 2026.
