Transport for London (TfL) does not publish information on its capital programme in a consistent way. if it did, the London Assembly would be able to keep track of how the programme evolves and know which projects have been cancelled or postponed.
TfL has the largest capital investment programme of the GLA group, investing over £2 billion a year in projects to maintain and improve London’s transport system[1]
With the number of bus passengers falling in 2016-17, it will be challenging for TfL to break even, let alone be able to invest in new projects - like the Northern Line extension.
The London Assembly Budget and Performance Committee will meet with officials from TfL tomorrow;
- to question the delivery of its capital investment programme – in particular, about delays to capital projects,
- to put pressure on TfL to improve the way it reports against delivery and costs,
- to challenge TfL on its savings plans, and
- to request TfL commits to providing a more complete breakdown of its savings plans
The following guests will attend:
- Simon Kilonback, Interim Chief Finance Officer, TfL
- Stuart Harvey, Director for Major Projects, TfL
- Alex Williams, Director for City Planning, TfL
- Sarah Bradley, Group Financial Controller, TfL
- Andrew Pollins, Transformation Director, TfL
The meeting will take place on Thursday, 28 September from 10.00am in The Chamber at City Hall (The Queen’s Walk, London SE1).
Media and members of the public are invited to attend.

Notes to editors
- This compares to TfL’s revenue budget of around £7 billion a year
- The key responsibility of the Budget and Performance Committee is its annual scrutiny of the Mayor’s budget proposals for the next financial year. This involves detailed examination of the Mayor’s plans for spending his budget to help ensure taxpayers’ money is used appropriately and effectively.
- Gareth Bacon AM, Chairman of the Budget & Performance Committee is available for interview. See contact details below.
- As well as investigating issues that matter to Londoners, the London Assembly acts as a check and a balance on the Mayor.
