What are the Mayor's views on former Culture Secretary James Purnell's comments, made at the National Portrait Gallery in July 2007, "If any part of our cultural sector is substandard, doesn't take risks, doesn't push barriers, ducks difficult questions, it's not worth subsidising. Garbage in, garbage out"? Does the Mayor consider the organizations in London currently facing funding cuts by the Arts Council to be 'garbage'?
