At September's Mayor's Question Time, you told me that you had adopted a policy 'of negotiation with the boroughs instead of setting a top down target' for affordable housing. But we now understand that boroughs were only presented with bids between late August and early September, up to two months after you press released the bids settlement (Inside Housing, 23 September 2011), causing an ongoing disagreement over rent levels.
