further to Question No 2014/5168 Many of my constituents have complained to me about not being able to access BT highspeed broadband. Their complaints have been ignored. When taken up and escalated on their behalf, including with Andrew Campling, BT London Chief Executive, the complaints remain ignored and unanswered. With regards to your responses to questions 2014/4335 and 2014/5528, is it not the case that Affordable Rent levels that you set for relevant properties in London will often result in the tenant claiming a larger Housing Benefit to reflect the higher rent than their social rented counterparts, thereby - counterproductively - increasing the welfare bill?

The London Datastore notes that, in relation to data on overcrowding by borough: "Unfortunately the Department for Communities and Local Government, who sponsored a question relating to the number of bedrooms in a household no longer take part in the Integrated Household Survey, and therefore the question will not be included again. This means that annual overcrowding data at borough level will not be available in the future." Will you ask the Department for Communities and Local Government to reconsider this decision and, if not, consider funding this question through the Greater London Authority?

Private rented sector regulation

A recent report by Civitas made a number of recommendations as to how the private rented sector should be reformed, including:  Making indefinite tenancies the norm, with tenants allowed to stay as long as they like provided they observe the terms of the lease.  Restricting in-tenancy rent increases to a ceiling linked to inflation or earnings.  Greater incentives for private landlords to invest long term, for example through capital gains tax exemptions and depreciation allowances.  Exempting new-build homes from the requirements on indefinite tenancies and rent restrictions to encourage landlords to invest in new stock.
