The GLA's recent statement to the Architects' Journal on the 1 October Zero Carbon Homes planning policy stated: "'Zero carbon' is achieved using a combination of three factors: fabric, on-site measures and off-site measures (which could including the offset payment to the local authority)". What other off-site measures - apart from the offset payment - could be utilised by developers to achieve the zero carbon target?
