Last summer, the DfT published the draft franchise agreement for the South Western Rail Franchise, which included an obligation on the next franchisee to co-operate in relation to the consideration and development of proposals to transfer some or all of the Greater London Franchise Services to a Greater London Services Concessionaire (i.e. TfL). Given the Mayor's stated aspirations to see a number of rail services in this south west corner of London (including stopping services to Shepperton, Dorking, Weybridge and Windsor & Eton Riverside) transferred to TfL by 2020, does he agree with me that the extension of TfL zoning and Oysterisation to these stations in the meantime would be a helpful signal of intent and stepping stone towards this longer-term aim?

Under the previous Mayor, agreement was reached with a number of National Rail franchisees to introduce TfL zoning and Oyster technology to a number of stations immediately outside of the GLA area, including Waltham Cross in Hertfordshire, Brentwood in Essex and Dartford & Swanley in Kent. In contrast, no such arrangements have yet been introduced on stations close to the GLA boundary in the south and west of London, even though many of these are much closer than those aforementioned stations elsewhere. How will the Mayor ensure that residents just outside the South West London border secure the same benefits...

The Memorandum of Understanding states that the Mayor's Transport Strategy will also address congestion challenges in London. My constituents in Hounslow, Kingston and Richmond would greatly benefit if TfL zoning could be extended to stations just beyond the GLA area (such as Shepperton, Ashford and Staines) as this would significantly reduce the occurrence of Spelthorne Borough residents driving to Feltham and Hampton Z6 stations. Could I therefore urge the Mayor to ensure that discussions on introducing such a change with the new South Western franchisee are initiated soon after their appointment next month?
