Animated window displays in betting shop windows

  • Reference: 2025/0879
  • Question by: Caroline Russell
  • Meeting date: 20 March 2025
A constituent has raised concerns about super bright, fully animated window displays now seen in many betting shops in London and their contribution to road danger. The advertising industry has voluntary standards for on-street advertising which limit animation to avoid causing safety issues for road users. It appears the gambling industry is not taking the same safety-first approach in its window displays. Are you concerned that these animated adverts may lead to distracted driving and have you considered taking any action?

Car safety ratings in adverts on the TfL estate

  • Reference: 2025/0878
  • Question by: Caroline Russell
  • Meeting date: 20 March 2025
Could you tell me whether any analysis is made of the New Car Assessment Programme (NCAP) ratings on adverts on the Transport for London (TfL) estate, to ensure that any statistics featured refer to the safety of all road users, particularly people walking and cycling, rather than just ratings referring to the safety of vehicle occupants?

Provision of toilets in London

  • Reference: 2025/0877
  • Question by: Caroline Russell
  • Meeting date: 20 March 2025
The January 2025 Age UK London report, Lifting the lid: Looking for a better understanding of local authorities and public toilet provision in London, contains five recommendations for you, the GLA and Transport for London (TfL) to increase the quantity and quality of public toilets in London. What action are you taking in response to these?

Toilets facilities within the LFB estate

  • Reference: 2025/0876
  • Question by: Caroline Russell
  • Meeting date: 20 March 2025
At the London Assembly Plenary meeting on 13 February 2025 on Fire and Rescue Services in London, the London Fire Commissioner said: “we are talking about basics here, which is enough toilets for women, because until 2021 we did not even give the women we employed enough toilets or changing space." Could you tell: a) how many toilets are provided in each fire station broken down by gender, b) how many stations have insufficient toilet and changing facilities for women firefighters, and c) when do you expect any shortfall toilet provision across the London Fire Brigade (LFB) estate to be...

Speeding fines

  • Reference: 2025/0875
  • Question by: Caroline Russell
  • Meeting date: 20 March 2025
Penalty Charge Notices (PCNs) for parking offences on the Transport for London Road Network (TLRN) have recently been raised; have you considered lobbying the Government for a similar increase for speeding fines?

Confusing maps for the Silvertown road tunnel cross-river cycle shuttle-bus service

  • Reference: 2025/0874
  • Question by: Caroline Russell
  • Meeting date: 20 March 2025
A constituent has written to me confused by the three different maps for the Silvertown road tunnel cross-river cycle shuttle-bus service published by Transport for London (TfL). The first map was produced for the cycle shuttle consultation, the second with the press release for the opening date for the tunnel, and the third, in a booklet for residents. In two of these maps, connections are shown between cycle routes on Tidal Basin Roundabout and Silvertown Way that do not exist. Will you produce up an updated map of cycle routes that meet your cycleway standards before the Silvertown road tunnel...

Unregistered vehicles involved in collisions (3)

  • Reference: 2025/0873
  • Question by: Caroline Russell
  • Meeting date: 20 March 2025
Thank you for your answer to my questions 2024/4040 and 2025/0275 about the lack of information on the number of vehicles registered and unregistered with the DVLA involved in collisions. Unregistered vehicles are unlikely to have insurance and more likely to be involved in hit and run collisions impacting on Vision Zero outcomes. Transport for London (TfL) and the Metropolitan Police Service (MPS) routinely check vehicle number plates with the DVLA database. Why is this not happening in the case of unregistered vehicles involved in collisions?

Improving the London Plan to meet housing needs for accessible social rent homes

  • Reference: 2025/0872
  • Question by: Zoë Garbett
  • Meeting date: 20 March 2025
In February Inclusion London launched their new housing report, Barriers at Home, in City Hall. This report uncovers the grim reality of inaccessible housing and unaffordable housing in London and calls on the GLA, national Government and local councils to work together to massively increase the supply of accessible social rent housing in London. It makes many practical recommendations about what can be done to improve the next London Plan and Mayor’s Housing Strategy to ensure the housing needs of all Deaf and Disabled Londoners are met. Will you ask your London Plan team to meet with myself and Inclusion...

New-build residential market monitoring (3)

  • Reference: 2025/0870
  • Question by: Zoë Garbett
  • Meeting date: 20 March 2025
Thank you for your answer to Mayor’s question 2024/3946. Second home ownership is limiting the availability of homes for people who need a primary residence. How much of a problem do you consider this to be in London, and do you intend to start tracking how many new homes are being lost to second-home ownership?
