Electric vehicle charging points on the footway (2)

  • Reference: 2019/14209
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
In answer to my question 2019/4115 you told me that the Transport for London (TfL) Streetscape Guidance has been updated to be more: “explicit around the placement of electric vehicle charge points, recommending that charge points are placed on small sections of footway extended into the carriageway wherever practicable.” However, the ‘pedestrian clear zone’ requirement in the guidance is not defined, nor does it set out a clear minimum width requirement. Does TfL provide guidance on the minimum clear width of pedestrian clear zones, and does this take account of disabled mobility requirements?

London City Airport Master Plan

  • Reference: 2019/14208
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
The London City Airport Master Plan, released on 28 June 2019, proposes to double the number of flights allowed to use the airport each year from the current level of 75,000 to 151,000 by 2035. It also proposes to get rid of the ban on flights between midday Saturday and midday Sunday and to increase the number of early morning and late evening flights. Given the severe levels of noise disruption that residents are already experiencing, as outlined in the January 2019 London Assembly Environment Committee report, Aircraft Noise, will you join me in condemning these proposals in the strongest...

Cremorne Bridge

  • Reference: 2019/14207
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
I note the recent ‘pausing’ of the Rotherhithe to Canary Wharf Bridge which may potentially release Healthy Streets budget for other projects. The Cremorne Bridge has a completed design and would be a valuable crossing for Londoners. Following Wandsworth Council’s success in raising nearly two thirds of the cost of this new walking and cycling bridge across the Thames from Battersea to Fulham, will you consider a contribution towards its construction?

Inclusive communication of bus stop closures

  • Reference: 2019/14206
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
A constituent has raised concerns about the signage for bus stop closures and diversions not being fully inclusive, particularly for blind and visually impaired people. What steps will Transport for London (TfL) take to make communication of bus stop closures inclusive and far less reliant on visual messages?

Highway Code and legislation changes discussed with Department for Transport

  • Reference: 2019/14205
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
The London Assembly Transport Committee report, Hostile Streets, in December 2017, called on Transport for London (TfL) to be proactive in asking for changes to the Highway Code and other legislation that could help people walking and cycling in London. Further to the details published a year ago in the TfL Vision Zero action plan, what requests have you made to the Department for Transport, what meetings have you had with them and what progress has been made?

Transport modelling

  • Reference: 2019/14204
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
Campaigners have raised concerns that despite plans at both the London and borough level for reducing traffic, projected future demand for increased traffic is being used to block schemes for walking and cycling. Could you ask Transport for London (TfL) to ensure their modelling incorporates planned reductions in traffic and is supportive of the changes need to deliver your mode share targets?

Impact of HS1 access charges

  • Reference: 2019/14203
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
Will you express concerns to the Office of Rail and Road about HS1's proposals to increase track charges for passengers by 40 per cent and freight by 70 per cent? These increases would damage the competitiveness of rail alternatives to flying, including prospects for new rail services to increase London's international connectivity.

Strand Aldwych scheme

  • Reference: 2019/14202
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
Westminster Council’s proposed scheme for Aldwych and the Strand has been heavily criticised by cycle campaigners for failing to cater to increasing levels of cycling. What actions are you and Transport for London (TfL) taking to ensure that this major redevelopment of wide roads and major junctions includes suitable provision for cycling?

Approval of Local Implementation Plans

  • Reference: 2019/14201
  • Question by: Caroline Russell
  • Meeting date: 18 July 2019
I note the comments made in Director's decisions DD2338 and DD2363 on the approval of Local Implementation Plans (LIPs). These decisions include commentary that borough opposition to implementing vision zero, bus lanes, cycle lanes and filtered permeability was encountered. What steps are you taking to ensure that approved LIPs will deliver transformative schemes that reduce road danger, reduce traffic and provide space for walking and cycling?

Local Implementation Plans

  • Reference: 2019/14200

  • Meeting date: 18 July 2019
For each London borough, could you provide borough targets and target years for each metric in their approved Local Implementation Plan, as detailed in Sample Table ST07 in your April 2018 LIP3 template? ( http://content.tfl.gov.uk/lip3-template-april2018.pdf )
