In his response to Nazir Afzal’s report, the commissioner outlined several actions that the LFB would take to achieve cultural change. What specific funding is being made available for leadership training, community engagement, the Professional Standards Unit and the Privacy for All Programme?

London Fire Brigade’s (LFB) draft Budget Submission for 2024-25, which was published in November 2023 (LFC-23-107y), sets out proposed additional funding relating to the culture change programme for 2024-25 to 2026-27 in Appendix 6 (under the heading of ‘Programme 5’ of the Community Risk Management Plan). 

This includes funding for the design and delivery of leadership learning and development, which includes training, and is costed as £910,000 in years 2024/25, 2025/26, and 2026/27. 

£150,000 was spent to maintain the current CMP external complaints provision until December 2023 and a further £250,000 was used to support the transition to a new external investigation provision to replace the current CMP service. 

In addition, £23,100 has been supplied for the training costs of the in-house Professional Standards Unit. The cost of staffing the Professional Standards Unit will be £705,300 per year. 

An additional £10 million of capital funding was approved in 2023, following the Independent Culture Review, to deliver the Privacy for All programme, which was added to the capital programme. In May 2023, a further £920,980 was agreed in order to accelerate the programme, by bringing in additional resource to design and manage the projects.

The Community Engagement team has a staffing cost of approximately £282,000 per year. Community Engagement also received an additional £87,000 per annum from 2023/24 which includes funding to support the development of their professional practice.
