The Mayor’s Office for Policing and Crime (MOPAC) has a duty to commission victims’ services and crime prevention programmes across London.

MOPAC’s budget for commissioning such services and programmes has increased drastically over the years. In 2012/13 MOPAC’s commissioning budget was £23.6m, in 2019/20 the budget increased to £53.6m.~

The London Assembly published a letter which makes a number of recommendations on how MOPAC can better commission services and programmes including:

  1. MOPAC should publish clear and easy to follow dashboards on commissioned services so that Londoners can see what services are funded in their borough and include information on outcomes and impact.
  2. MOPAC must ensure that funding is provided on a long-term basis and meet its aim for a period of no less than 2 years with a target of 3-4 years for all funding allocations and seek consistency with Safer Neighbourhood Boards funding.
  3. MOPAC needs to be clear about the funding formula to be used and reassure boroughs that this will be applied consistently and reflect crime levels and need.
  4. MOPAC should review its processes and requirements to streamline and improve the processes involved in bidding for funding.
