Mayor’s Affordable Homes Programme 2016-23: what do the numbers mean for London?

Affordable homes programme - Royal Eden Docks
Created on
26 June 2023

The Mayor announced in May that he had met his target of 116,000 starts for his Affordable Homes Programme (AHP) 2016-23. But when will these homes be completed, do they meet the needs of Londoners and what do the finances look like at this stage?

In 2016, the Mayor received £3.15 billion from Government to begin building (start) 90,000 homes.[1] In spring 2018, the AHP deadline was extended by one year to March 2022, with the Mayor receiving an additional £1.67 billion to deliver a further 26,000 affordable housing starts.[2] This brought the total funding to £4.8 billion and the total starts target to 116,000.

The London Assembly Housing Committee will meet tomorrow to examine how the 116,000 starts target was met, including the types of housing delivered, and how many were additional homes, rather than rebuilds through regeneration.

The Committee will also be investigating how many of the starts have been completed, with London in desperate need for new homes.

The guests are:

  • Tom Copley, Deputy Mayor for Housing and Residential Development
  • Tim Steer, Executive Director, Housing & Land, Greater London Authority (GLA)
  • Heather Juman, Assistant Director, Housing & Land, GLA
  • Tajmina Jetha, Housing and Land Head of Programme Management, GLA

The meeting will take place on Tuesday 27 June 2023 from 10am, in The Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.

Media and members of the public are invited to attend.

The meeting can also be viewed LIVE or later via webcast or YouTube.
