Is GLAP delivering for London?
GLA Land and Property Limited (GLAP) is the Greater London Authority’s (GLA) wholly owned land and property company.
Established in 2012, GLAP’s role is to support the Mayor’s housing, regeneration and economic development objectives through the management, development and disposal of public land.1 GLAP also received a £300 million loan from the GLA in 2013.2
GLAP manages approximately 635 hectares of land across London and reports an ambition to support delivery of around 68,000 homes across GLAP land and joint venture interests over the next 25 years.3
In 2024-25, GLAP reported that 29,156 homes had been delivered or were on site since 2016, representing around 43 per cent of the 68,000-home forecast. Of these 29,156 homes, 15,135 have been completed.4 5
However, progress has slowed, and despite a 25-year target, at the current rate of delivery these homes will not be completed this century.
Tomorrow, the London Assembly Budget and Performance Committee will meet to scrutinise the delivery of housing through GLAP, and progress on repayment of the £300m loan from the GLA, which is years behind schedule.
