The Adult Skills Fund – how does it work?

The Adult Skills Fund (ASF) funds education and training for adults aged 19 and above, with a focus on ensuring adults have the skills to find work and contribute to local economic development.

It was previously known as the Adult Education Budget (AEB), which was first delegated to the Greater London Authority (GLA) from the 2019-2020 academic year.

The ASF is worth £345.3 million for the 2024-25 academic year.

It is the GLA’s single largest area of revenue expenditure, accounting for approximately 60 per cent of the Mayor’s total revenue expenditure in 2024-25 (excluding functional bodies).1

It was approved by a Mayoral decision on 15 March 2024.2

So, what should be the Mayor’s priorities for the Adult Skills Fund?

Tomorrow, London Assembly Members will question guests about how the Mayor has delivered the Adult Skills Fund since it was delegated five years ago and what impact it has had.

The guests are:

Panel 1

  • Anthony Impey MBE, Chief Executive Officer, Be the Business
  • Alex Stevenson, Project Director, Learning and Working Institute
  • Rushaa Hamid, Research Manager, Toynbee Hall
  • Aidan Relf, Policy Consultant, RGMR

Panel 2

  • Richard Watts, Deputy Chief of Staff to the Mayor of London
  • Ayo Akande, Assistant Director, Skills and Employment – Delivery, Greater London Authority (GLA)
  • Ann-Marie Soyinka, Assistant Director, Skills and Employment – Policy, GLA

Following the discussion, London Assembly Members will debate these motions

The meeting will take place on Thursday 5 December 2024 from 10am in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.

Media and members of the public are invited to attend.

The meeting can also be viewed LIVE or later via webcast or YouTube.
