The Rt Hon Boris Johnson, Mayor of London 2008-16, maintains his attempts to protect London cyclist from lorry "Juggernauts" was thwarted by EU intervention. His last reference to this is in his 9th July 2018 letter of resignation as Foreign Secretary. In this he speaks of a spate of horrific deaths, mainly of female cyclists, and maintains "we were told we had to wait for the EU to legislate on the matter."

I am somewhat confused . In its case law the European Court of Justice started to treat such rights included in the European Convention of Human Rights as unwritten 'general principles of Community law', thereby granting them the status of primary law. As for the source of these general principles of Community law, the Court referred to the common constitutional traditions of the Member States, and to international treaties to which at least a majority of Member States were party, in particular the European Convention on Human Rights (ECHR) of 1950.
The European Convention on Human Rights sets out ,inter alia , the following rights
Article 2 - Right to Life
Article 5 - Right to Liberty and Security
Article 8 - Right to Privacy and Family Life
Article 11 - Freedom of Assembly and Association
Article 13 - Right to Effective Remedy
Article 14 - Prohibition of Discrimination
all of which are the strongest grounds for Mr. Johnson to have gone forward with protecting London cyclists. He could have passed such laws/by-laws regarding "Juggernauts" passing through London to protect a cyclists life, security, family life, association, effective remedy, and prohibition of discrimination. necessary, and forcing any EU interested party to appeal against such life saving legal action.
l would like to pursue this and surface the facts of the matter. I ask therefor if the records concerning this thwarted action are available to public scrutiny,. And if I you could nominate someone I could contact directly regarding the matter.
