The officer report to Lambeth Council's Planning Applications Committee in relation to Application 17/05772/FUL (Redevelopment of the Kennington Oval Gasholder Site) reports the following:
"Para 8.4.10
The GLA note that under the draft London Plan, the threshold rises to 50% for locally significant industrial sites deemed appropriate for release, such as the Oval Gas Works site. The draft London Plan was published on the 29th of November 2017 and is currently being consulted on. Officers, consider that the degree of weight to be given to it in the decision making process needs to reflect this. The planning application was submitted on 27th November 2017, before the draft London Plan was published, and following an extensive period of pre-application discussion with both GLA and Lambeth officers. Furthermore, within the context of its emerging policy the GLA have reviewed an analysis of the scheme’s viability submitted to them by the applicant. This showed that the scheme can only viably
support 17.5% affordable housing. The 35% proposed is based on assumptions of future growth. The GLA have concluded that the 35% represents a significant level of betterment over the viability position and that the scheme could not achieve the 50% sought under the draft London Plan. Given the level of uplift they do not consider that a late stage viability review would be necessary."
