Transport for London (TfL) is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the day-to-day operational running of transport services, including the design, delivery, and ongoing operation of road user charging schemes such as the ULEZ. This was a finding from the London Health Burden of Current Air Pollution and Future Health Benefits of Mayoral Air Quality Policies review which was commissioned by the GLA and produced by the Environmental Research Group (ERG) at Imperial College London.

In 2019, in Greater London, 61,800 to 70,200 life years lost (the equivalent of between 3,600 to 4,100 attributable deaths) were estimated to be attributable to air pollution from human activity, assuming health effects exist even at very low levels. Whilst road transport (including cars and vans) is the largest single source of air pollution from human activity in London, other sources include commercial cooking, woodburning and emissions from buildings and these sources were also included in the analysis.
