Transport for London (TfL) is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the design, procurement, delivery and operational running of road user charging schemes such as the ULEZ.

Consultation and impact assessment

Following a public consultation that ran from 20 May to 29 July 2022, the Mayor decided to 
expand the ULEZ London-wide from 29 August 2023. 

The Mayor made this decision after taking into account a detailed consultation report and 
integrated impact assessment. The majority of respondents to the consultation said there was a need to go further to tackle poor air quality. The Mayor has been clear that this was not an easy decision but a necessary one, due to the impact of air pollution on people’s health.

Judicial Review

On 28 July 2023, the High Court ruled in favour of the Mayor on all three legal grounds heard in the ULEZ Judicial Review case saying 'the councils’ challenge fails on all three grounds and is dismissed'.

The full judgment is available on the High Court website.

Following this judgment, the Mayor confirmed that the expansion would go ahead on 29 
August 2023 as planned. 

Clean Air Zone Standards

The GLA does not have any authority over Clean Air Zones (CAZs) in other cities in the UK. 

Outside of London there are different types of CAZs that target different types of vehicles.
