Request:  

I apply under the FOIA  for the following answers:  

Please provide the total level of funding given to Notting Hill Carnival Limited and provide the name of any other entity that in receipt of funds and what this funding is actually for.  

Is the funding subject to contract and is the contract awarded after a open copetive tendering bid or is an exemption in place  

Please provide the KPI the funder requires from the Notting Hill Carnival Limited and or any other entity.  

If a tendering exemption is in place, please provide the reason for this.

I can confirm that the GLA holds information within the scope of your request. 

Following an open process run by the Royal Borough of Kensington and Chelsea (RBKC), Carnival Village Trust (CVT) was successful in its bid for grant funding to support its delivery of Notting Hill Carnival. CVT incorporates Notting Hill Carnival Limited as the official organiser of Notting Hill Carnival.   

The strategic partners, which alongside RBKC, is made up of Westminster City Council (WCC), Metropolitan Police Service (MPS) and Greater London Authority (GLA), supported this and aligned their own funding commitment towards it.  

The GLA’s funding agreement with Notting Hill Carnival Limited is to the value of £946,300, which is primarily to support the costs of stewarding, community engagement and event safety planning at the event.    

Specific funding requirements include:  

  • The development of stewarding operational plans for; and the deployment of suitably qualified stewards and route marshals for the Event    
  • The inclusion and development of two additional and enhanced areas of crowd safety management around Westbourne Park tube station and on Ladbroke Grove   
  • The recruitment for and delivery of a community stewarding training programme.   
  • The provision of an inclusive community engagement and communications plan to ensure that all participants in carnival are advised of all the relevant aspects of carnival planning; participants meaning, but not limited to, carnivalists, local community, statutory agencies and general visiting public.    
  • The development and delivery of event management and supporting event management plan documentation   
  • Delivery of medical provision via St Johns Ambulance
