5. Please supply a copy of the ULEZ consultation outcome of:
a. Phase 1 February 2017, Mayor Sadiq Khan announced plans to expand the Ultra
Low Emission Zone in April 2019 beyond Central London, one year ahead of
schedule.
b. Phase 2 The zone was expanded to cover the Inner London area inside
the North and South Circular roads on 25 October 2021.
c. Phase 3 The zone will be expanded in August 2023 to cover all of Greater
London. (MGLA050123-6852).
Our response
1. We have interpreted your request to be about the London-wide ULEZ compliance.
Transport for London (TfL) uses its network of ANPR cameras to enforce the Ultra Low
Emission Zone (ULEZ) and monitor compliance. Based on the existing network of ANPR cameras, it is estimated that as of November 2022, 90.5 per cent of vehicles seen operating in London meet the ULEZ standards.
This is up from 88.5% in May 2022. This excludes vehicles that are not subject to the ULEZ (taxis, heavy vehicles subject to the Low Emission Zone, and certain off-road vehicles that can legally use the highway but don’t have Euro standards associated with them).
Compliance estimates are based on the limited number of existing Outer London cameras. This will improve once more cameras are installed ahead of the expansion of the ULEZ to all London boroughs. You may wish to send a further request to TfL at [email protected].
2. The most recent consultation on changes to the Congestion Charge (CC) ran from 28 July to 6 October 2021.
Following consideration of TfL’s Report to the Mayor, on 15 December 2021 the Mayor confirmed changes to the CC.
There have been a number of changes to the CC since its introduction in 2003.

4. The table of premature air pollution deaths by borough referenced in this press release is
from a report the GLA commissioned from Imperial College London’s Environmental Research Group, one of the leading academic bodies providing air quality information and research in the UK. The figures in the chart were calculated for 2019.

The report includes a detailed description of the method used to quantify the number of life years lost (and equivalent deaths) attributable to anthropogenic air pollution (specifically fine particulate matter and nitrogen dioxide).
