Your request

  1. What is the annual revenue received by Transport for London (TfL) and each London Borough from the cycle and scooter hire companies, including Dott, Lime and Tier?
  2. What is the total number of cycles and scooters that have been approved?
  3. How have TfL and each London Borough designated pavement spaces or locations to citing of these cycles and scooters? How is compliance with this allocation being policed?
  4. How many accidents have been reported by pedestrians or other road users involving a) an identified hired cycle or scooter? and b) those reported but for which no specific hired cycle of scooter (beyond hire company name) was possible?
  5. Finally, please confirm where liability rests for injury caused to pedestrians through dangerously located cycles or scooters when a) positioned by the hire company (or their agents) and b) by the last person using the hired asset.

TfL is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the day-to-day operational running of transport services. You may wish to send a further request to TfL at [email protected]

We are able to answer the following questions:

2. What is the total number of cycles and scooters that have been approved?

No cycles run by Dott, Lime or Tier have been approved by TfL as these are all managed 
locally between local authorities and third party operators.

3. How have TfL and each London Borough designated pavement spaces or locations to citing of these cycles and scooters. How is compliance with this allocation being policed?

TfL has no powers to control dockless e-bikes. These are managed through local 
agreements between local authorities and third party operators. 

London’s e-scooter trial is managed through the contract and a Service Level Agreement 
which operators have signed up to. 

4. How many accidents have been reported by pedestrians or other road users involving a) an identified hired cycle or scooter? and b) those reported but for which no specific hired cycle of scooter (beyond hire company name) was possible?

25 serious injuries have been reported by operators.
