Our response
Firstly, I should clarify that the GLA is London's strategic government and does not operate in the same way as local councils. If your request was intended for councils, in London you would need to contact the Borough Councils, including the City of London and Westminster City Council.
The GLA follows RNIB guidance to ensure our digital video content is appropriately accessible. Digital video content published on the official Mayor of London social media accounts are subtitled to help improve accessibility to our content. Livestreamed events are also supported with British Sign Language. See below for two examples of our digital video content:

GLA is committed to ensuring that our websites are fully accessible. For more information please see our accessibility statement. The Digital Communications team is responsible for this.
The GLA would provide whatever workplace adjustments are required by a deaf employee. City Hall also has hearing loop systems in meeting rooms at reception.
Workplace adjustments are handled by Human Resources and Organisational Development and Facilities Management as required. The Facilities Management Team is responsible for the hearing loop systems.

identify specific employees and as such constitutes personal data which is defined by Article 4(1) of the General Data Protection Regulation (GDPR) to mean any information relating to an identified or identifiable living individual. It is considered that disclosure of this information would contravene the first data protection principle under Article 5(1) of GDPR which states that personal data must be processed lawfully, fairly and in a transparent manner in relation to the data subject.
