EIR - Pay-by-mile charging and air quality [Feb 2023]

Key information

Request reference number: MGLA230123-8037

Date of response:

Summary of request

I have also seen some very unsettling posts on local communities groups networks regarding your future intentions of charging Londoners per each mile they have to travel, which is absolutely ludicrous and scandalous. Therefore I hereby request clarification on this matter before myself / my small business commits to changing our vehicle, which by the way I have purchased on the previous advise to invest into a newer diesel rather than petrol, because it is better for the environment. Which now has been totally reversed and what is even more “fascinating” is the fact that 20 year old petrol car is apparently compliant whereas my diesel vehicle less than half of that age is not.

I also would like to request the statistic data for the air quality you are referring to. In particular I would like to see where the measuring was obtained.

Response

Please find below the information we hold within the scope of your request.

• Pay by mile charging

Proposal 20 of the Mayor’s Transport Strategy states that the Mayor, through TfL, will keep existing and planned road user charging schemes, including the Congestion Charge, Low Emission Zone, Ultra Low Emission Zone and the Silvertown Tunnel schemes, under review to ensure they prove effective in further or delivery the policies and proposals of the strategy. You can read the Mayor’s Transport Strategy on the GLA website:

• Air quality monitoring

The GLA regularly reports on air quality trends in London. This reporting uses data from the city’s air quality monitoring network to analyse the long term trends in pollution concentrations. The most recent modelling is the London Atmospheric Emissions Inventory (LAEI) 2019. You can access the data, including borough breakdowns, on the London Datastore: London Atmospheric Emissions Inventory (LAEI) 2019 - London Datastore

The GLA regularly reports on the air quality and vehicle reduction impacts of the ULEZ and LEZ. This reporting uses data from the city’s air quality monitoring network to analyse the long term trends in pollution concentrations as well as estimating the impacts of the scheme. The reports include a detailed description of the methods used evaluate the impact of the ULEZ and have undergone independent peer review. You can read the most recent report on the GLA website and find links to the previous reports within: Inner London Ultra Low Emission Zone Expansion One Year Report | London City Hall
